Schroder presented for Board consideration a policy entitled "Proposed Process for Joint Conflict Resolution" between county public agencies within Contra Costa County. (A copy of the policy is attached and included as a part of this document. ) On recommendation of Supervisor Schroder, IT IS BY THE BOARD ORDERED that the above referenced policy on Joint Conflict Resolution is ADOPTED. IT IS FURTHER ORDERED that the County Administrator is REQUESTED to distribute the policy to all County Department heads, special districts, the cities, and various public agencies. When one or more public agencies determines there may be a disagreement or dispute because of an action or pending action by another agency, the following process shall occur: I. Each party will agree to meet and define the problem as each party sees it. 2. Once the parties agree that the problem is defined and understood by both or all parties, they shall engage in dialogue focusing on one specific issue at a time. 3. Each party will endeavor to clarify and understand the interests rather than the positions of the other. 4. Parties will "brainstorm" multiple.possible solutions to the problem before deciding on anything specific. 5. Emphasis will be on common objectives and shared interests. 6. Parties will try to generate more options for solutions than were available when negotiations began. 7. Evaluate and select solutions from agreed upon options. 8. Seek to utilize a conflict resolution body if parties reach an impasse. In order to accomplish the above successfully, all parties must agree to the following: • All parties have more to gain by working together than by working competitively or separately. • All parties must endeavor to build trust with one another. • All par-ties should commit to work together. Revised Draft -CITY/COUNTY RELATIONS COMMITTEE Draft Outline for communicating Positive Relations January 7, 1990 I. Request the Mayors' Conference and Board of Supervisors to schedule bi-monthly reports by the City/County Relations Committee, with early reports including the following: February 1991 - Establish a foundation for positive relations, by communicating recent examples of cooperation between the county and cities (the "near term" fist) . Report on the committee's mission and work program. April 1991 - Report on long termprojects and other committee work to date. june 1991 - Distribute the draft of the -resolution adopting i a "statemerit -of cooperation". .-to 4 the.,Mayors'­:Conference and `iolard`.p` f,--. upervisors s -and - st--that- all cities and the ..r 'equ e countyz-adopt the resolution. Aucrust 1991 & continuing - To be determined. II. Issue periodic press releases, in advance of presentations .to the Mayors' Conference and Board of Supervisors. III. Make a presentation before each city and the county, reporting on the committee's goals, and requesting adoption of the resolution (March - May 1991) . IV. Distribute periodic reports to other interested groups, requesting their support in developing and fostering cooperative relations among the agencies within the county, including the Contra Costa Council, labor, environmental groups, etc. V. Forward reports/resolutions and other documents to the League of California Cities and CSAC for publication in League and CSAC magazines. VI. Meet with state legislators to convey the importance of support for legislation which is beneficial to the cities and the county, and to resist legislation which would harm one agency for the benefit of another. VII. Meet with editorial boards to encourage reporting of positive events, rather than emphasizing conflict among agencies. Resolution of (city/county) Adopting a Statement of Cooperation and Declaring Intent to improve Relations Between the County of Contra Costa and the Cities of Contra Costa WHEREAS, in May 1990, the Mayors' Conference and Board of Supervisors appointed a City/County Relations Committee, broadly charged with the responsibility for developing a spirit of cooperation between the County and cities within Contra, Costa, and WHEREAS, the (city, county) has received the first report of the committee, which among other topics, recommends and encourages every city and the county to adopt a resolution of-intent to achieve cooperative and positive relations with the (city, - county) on . matters - affecting multiple agencies, and WHEREAS, the City/County Relations Committee has compiled and reported on many examples of cooperative efforts between cities and the county, and has identified the most important common element to be the leadership and support of elected officials, and WHEREAS, conditions exist which may cause impediments to positive relations, and a strong commitment by elected officials must be made to minimize conflict in the search for cooperative solutions, * while recognizing that diversity of goals among agencies will continue to exist, and WHEREAS, the cities and the county must continue to work together on behalf of the citizens to retain Contra Costa's economic vitality, environmental health, and quality of life, - - NOW, THEREFORE, BE IT RESOLVED, that (city, county) hereby adopts a policy of cooperative effort in seeking win/win solutions with the (county, cities) , of Contra Costa and will consider�this doctrine as a foundation for discussion whenever issues of interest to multiple agencies arise.
