Spooner, Contracts AdministratorCnSta DATE: July 18, 1991 4io County SUBJECT: Approval of Novation Contract #24-451-5 with Eileen Lynch for FY 91-92 DUI Alcohol Program Monitoring Services SPECIFIC REQUEST(S) OR RECOMMENDATION(S) 8, BACKGROUND AND JUSTIFICATION I. RECOMMENDED ACTION: Approve and authorize the Chairman to execute on behalf of the County, Novation Contract #24-451-5 with Eileen Lynch in the amount of $49,560 for the period from July 1, 1991 through June 30, 1992 for Driving Under the Influence (DUI) Alcohol Program monitoring services. This contract includes a six-month automatic contract extension from June 30, 1992 through December 31, 1992 in the amount of $23,680. II. FINANCIAL IMPACT: This Contract requires no County dollars. It is funded entirely from DUI Program fee collections and is included in the Health Services Department's FY 1991-92 Budget projection as follows: First Offender Level I Program Fee Collections: $14,668 First Offender Level II Program Fee Collections: 17,446 SB 38 Post Conviction Program Fee Collections: 17.446 Total Payment Limit $49,560 III. REASONS FOR RECOMMENDATIONSLBACKGROUND: The State requires the County to administer and monitor the DUI Programs. These programs serve as an alternative to incarceration for individuals arrested for "driving under the influence" (DUI) and enhance public safety by being highly successful at addressing the participants' alcohol problems through the provision of alcohol education and counseling services. During the past several years, these programs have grown in size and complexity with a corresponding increase in revenue collections. The Alcohol/Drug Abuse Administration is in the process of creating a new job classification and position, which will replace this contract, to carry out the DUI Alcohol Program monitoring activities under the supervision of the County's Alcohol Program Chief. Novation Contract #24-451-5 replaces the six-month automatic extension provided under prior Novation Contract #24-451-4 which was approved by the Board on November 27, 1990.
