SUBJECT: RETIRED SENIOR VOLUNTEER PROGRAM:
FY 1991-92 GRANT APPLICATION AND EXECUTION OF AWARD
(Ref: No. 29-001-46)
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
I. RECOMMENDED ACTION
Authorize Director, Office on Aging or his designee, to sign
grant application documents and apply for a Federal funding
grant from ACTION, Region IX for FY 91-92 , October 1, 1991
through September 30, 1992, for the Retired Senior Volunteer
Program (RSVP) in the amount of $57, 252 and authorize the
Director, Office on Aging or designee, to execute the Federal
grant award upon receipt.
In addition, authorize the Director, Office on Aging or his
designee to sign and submit future Standard Agreement
Amendments that only reflect an adjustment in line items or
increased revenues when the amendments do not result in
additional County cost or decrease in grant revenue.
II. FINANCIAL IMPACT
The RSVP Grant Application for FY 91-92 includes a County
share of $101, 016 to operate the RSVP program. This share
has been included in the Social Service Department's proposed
budget and results in a $13, 311 savings in County funds from
the amount originally appropriated for 1990-91. The total
budget for this program is $158, 268.

III. BACKGROUND
The Grant for the RSVP Program will enable it to continue in
its nineteenth year of service. RSVP enlists over 600
volunteers aged 60 and over, who last year contributed
199, 506 hours in volunteer service (an increase of over 7500
hours) to 89 community agencies and County departments at a
cost of approximately 48 cents an hour in County funds, down
from 50 cents an hour last year. This year, the program
anticipates exceeding last year's level of volunteer service.
