RECOMMENDATION
Introduce ordinance, waive reading and fix August 12, 1991 for
adoption of an ordinance to establish a fee and service charge
revenue/cost comparison system, as recommended by County
Administrator and Auditor-Controller ' s Office.
FISCAL IMPACT
Adoption of this ordinance will probably result in higher user
fees more in line with the actual cost of service provision. As
a consequence, General Fund expenditures on land development
services should decrease.
BACKGROUND
The first phase of the three year, Countywide, fee study is
complete. The study concentrates on the costs and revenues
associated with County services and identifies the extent to
which the General Fund subsidizes these services. With this
information, the County will be able to develop fees at a
level sufficient enough to cover actual costs and eliminate
General Fund subsidies. The attached ordinance is the first
step in the implementation of the study.

During the first phase, land development services in the
Community Development, Building Inspection, and Public Works
departments were reviewed. Management Services Institute,
the consultant performing the study, focused their first
recommendations on these services over which the Board has
fee setting authority.
The purpose of the ordinance is to:
1 ) Set policy guidelines for determining land development
fees based on revenue/cost comparisons and;
2) Change the procedures used in adopting fee schedules.
In the past, the Board of Supervisors was forced to review
land development fees at random and usually at three
different times, because each department submitted separate
schedules. This ordinance would require one comprehensive
land development fee schedule to be adopted annually. The
proposed ordinance lists most land development fees,
excluding area of benefit and other developer impact fees.
The ordinance could be expanded in the future to include
these and other fees.
The ordinance is a policy document. It lists each land
development service along with the percentage of costs to be
recovered in fees. The Board of Supervisors is being asked
to set the percentage at which service costs are offset with
fees versus subsidized with General Fund revenue. Management
Services Institute (MSI) , the author of the fee study, is
recommending that all services be reimbursed with fees set
at 1000 of service cost. The percentage chosen will act as
a policy guideline for determining actual fees.
Adoption of the fee schedule for land development services
will occur in mid-September. A report detailing the study' s
findings for Phase I will be available prior to that date.
