MICHAEL WALFORD, CHIEF ENGINEER DATE: August 6, 1991 SUBJECT: Approve Lift Station Monitoring System Project, Sanitation District No. 15, Bethel Island Sanitary District 15Z4, Project #7392-6X9E76, CP #91-58 SPECIFIC REQUEST(S) OR RECOMMENDATION(S) &BACKGROUND AND JUSTIFICATION I. Recommended Action: APPROVE Project and DETERMINE that the project is a CEQA Class la Categorical Exemption. DIRECT the Director of Community Development to file a Notice of Exemption with the County Clerk. DIRECT the Chief Engineer to arrange for payment of the $25.00 handling fee to the County Clerk for filing of the Notice of Exemption. II. Financial Impact: The $162,000 estimated project cost will be funded by Sanitation District No. 15 Zone 4. III. Reasons for Recommendations and Background: Sanitation District No. 15 Zone 4 is responsible for the operation and maintenance of eighteen sewage pumping stations. Each station contains two electrical motor driven pumps. The pumps are currently controlled solely by mechanical sensors at each site. All eighteen sites are connected to a sewage overflow warning system that is monitored by the Bethel Island Fire Station staff on a voluntary basis and by staff at the Oakley-Bethel Island Treatment Plant. Do" Engineering Services Accounting Lift Station Monitoring System, BI August 6, 1991 Page Two Oakley Sanitary District operates the Sanitation District No. 15 facilities for the County under an operations and maintenance contract. Oakley Sanitary District is purchasing a computer driven sewage lift station remote alarm/control system for their own lift stations and several pieces of equipment operated by the Oakley-Bethel Island Wastewater Management Authority. The District has strongly recommended that the antiquated alarm system for the Sanitation District No. 15 Zone 4 facilities be replaced with new radio control sensors compatible with their proposed computerized-remote control system. Oakley Sanitary District staff has met with the Sanitation District No. 15 Advisory Board to discuss the proposal. The District No. 15 budget contains funding allocated for the purchase of a new lift station alarm system. However, the Advisory Board has voted not to proceed with the purchase of the new system at this time. They believe the old alarm system is still useable. Public Works staff has discussed the issue with several advisory board members and Oakley Sanitary District staff. Public Works staff recommends that the new alarm-control system should be installed. Staff's economic evaluation of the savings attainable with the new system is indicated below. Estimated Annual Savings on Operations and Maintenance 1) Eliminates the replacement of 10 "safe packs" each year. Material Cost: 10 per year @ $120/each $ 1,200 Labor Cost to replace: 10 per year @ $24/each (1 hour) 240 Equipment Cost: 10 per year @ 1 hour/each @ $3.50/hour 40 2) Save approximately one-third of annual energy cost. Energy Cost: 33% of $29,600 9,800 3) Avoid 2 pump motor burn outs per year. Material Cost: 2 pump motors @$1,500/each 3,000 Labor Cost to replace: 2 motors @ 8 hours each @ $24/hour 380 2 motors @ 8 hours each @ $28/hour 440 Equipment Cost: 2 motors @ 8 hours each @ $11.50/hour 180 4) Save 6 pump motors from a complete burn out (partial damage). Material Cost Differential: 6 pump motors @ ($1500-$800)/each 4,200 5) Eliminate frequent field inspections on pump motors (18 sites). Labor Cost: 52 weeks @ 3 times/week @ 2'/2 hours/trip @ $28/hour 10,920 Equipment Cost: 52 weeks @ 3 times/week @ 2 1/2 hours/trip @ $3.50/hour 1,360 Estimated Total Annual Savings $ 31,180 Estimated Cost of New Monitoring System $162,000 Estimated Return on Investment 19.6% The Project has been determined to be in compliance with the General Plan and is exempt from CEQA because it is a minor alteration to an existing publicly-owned facility in accordance with Section 15301 of the CEQA guidelines. IV. Consequences of Negative Action: The new system will not be installed and the savings noted above will not be attained.
