SUBJECT: ACCEPTING THE ASSESSMENT DISTRICT SCREENING COMMITTEE'SRECOMMENDA-
TION THAT THE BOARD APPROVE FORMATION OF ASSESSMENT DISTRICT AD 1991-
1.
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) &BACKGROUND AND JUSTIFICATION
1. Recommended Action:
Accept the Assessment district Screening Committee's recommendation that the Board approve
formation of Assessment District AD 1991-1 be based on the following conditions:
1. regular 1915 Act bonds
2. fee to county for administration not less than 1%
II. Financial Impact:
County's participation will be approximately 52% versus 48% for the Kensington Community.
III. Reasons for Recommendations and.Background:
For over a year now, the Kensington Property Owners Association, and the Kensington
Improvement Club, have been meeting with Supervisor Tom Powers and the Contra Costa
County Public Works Department to develop a special road repair and reconstruction program
for the Kensington roadways. The result will be a quality road system which will increase
property values and provide an overall enhancement to the community image.

Information about the proposed special road program was provided to the community through
news articles published in the Kensington Outlook, and informational folders at the Kensington
Library. Many community meetings were held and, eventually, an opinion survey was mailed to
every parcel owner. The final consensus was that the most appropriate solution would be to
use an assessment district to finance the special Kensingtion road repair and reconstruction
program.
IV. Consequences of Negative Action:
Since no other practical funding source or feasible financing mechanism are available, the
Kensington roadways will continue to deteriorate at a faster rate than can be remedied by
current funding levels, which are adequate for general maintenance but not enough for
significant preventative maintenance or road repair/reconstruction.
