RECOMMENDED ACTION: ACCEPT report from Alice Latimer, Chairperson of the Advisory Housing Commission, serving as the Board of Commissioners appointed Resident Initiatives Commissioner to the U. S. Department of Housing and Urban Development (HUD) . II . FINANCIAL IMPACT: None. III. REASONS FOR RECOMi MENDATION/BACKGROUND: In January, 1991 .the Board received a request from the Regional Administrator- Regional Housing Commissioner of HUD's San Francisco Regional Office to appoint one s commissioner as a Resident Initiatives Commissioner.. On March 12, 1991 the Board appointed Advisory Housing Commissioner Alice Latimer to represent them as Resident Initiatives Commissioner. On June 8, 1991 the first meeting of the Resident Initiatives Commissioners was held in conjunction with the Pacific Southwest Regional Council of NAHRO Spring Workshop and Conference held in Tucson, Arizona. HUD priorities under President Bush and Secretary Jack Kemp were spelled out under the sloan "Recapturing the American Dream" . The priorities include: Expanded Homeownership and Affordable Housing Opportunities; .Creating Jobs and Economic Development through Enterprise Zones; Empowering the Poor through Resident Management and Homesteading;- Enforcement of Fair Housing for All ; Help Make Public Housing Drug Free; and, Help End the Tragedy of Homelessness. IV. CONSEQUENCES OF NEGATIVE ACTION: None. Clerk of the Board of Commissioners M3e2/7-e3 BY , DEPUTY I RESIDENT INITIATIVES COMMISSIONER The first meeting of the Resident Initiatives Commissioners was held at the PSWRC/NAHRO Regional Conference in Tucson, Arizon on Saturday, June 8, 1991. i i Julian Fitzhugh, Doug Frice and Joyce Robinson of HUD served as moderators for the meeting. During the introduction, we learned that the idea for this program came from the concern of President Bush and the need for the program was highlighted by;.the case in New Jersey. Resident Initiatives Commissioners have been instructed to organize committees which will consist; of residents and members of the general public. The organization of the Resident Initiatives Committees will be a process by which emphasis can be placed on homeownership, neighborhood development and drug elimination. It should take about three years to deal with the impowerment of the residents to take charge of their own lives and increase their self-esteem. Working with the residents toward impowerment will require education and training, as well as working with the resident managers to deal with police issues in attacking the drug problem in conjunction with other issues. I' Three fourths (3/4) of the Commissioners attending this meeting were Tenant (Resident) Commissioners. The Resident Initiatives Commissioner program was not designed as a format for Tenant (Resident) Commissioners, but for the appointment of nonresident commissioners who would work with the residents, Tenant (Resident) Commissioners and the general public to bring about resident impowerment. i Julian Fitzhugh noted that the Housing Authority of the County of Contra Costa has a drug programl, in place and wondered what would happen when the program was completed. Thais is an issue over which we have no control . Under Title IV Homeownership and Opportunity for People Everywhere Program, planning grants will be made to applicants for the purpose of developing homeownership programs under this title. i I i i
