BRAGDON _"' Costa DIRECTOR OF COMMUNITY DEVELOPMENTCojry DATE: August 13, 1991 SUBJECT: REAPPORTIONMENT OF SUPERVISORIAL DISTRICTS SPECIFIC REQUEST(S) OR RECOMMENDATIONS) i BACKGROUND AND JUSTIFICATION RECOMMENDATIONS Accept the report on redistricting. Decide to do one of the following: (1) accept Alternative 1-B as the plan for reappor- tionment of Contra Costa's Supervisorial Districts; or (2) select another Alternative; or (3) direct staff to implement additional adjustments to the redistricting alternatives and continue the hearing. Once an alternative is selected, request staff to prepare a Supervisorial Redistricting Ordinance which outlines the legal definitions of the accepted reapportionment alternative. FISCAL IMPACT None. The activity will be funded within the existing departmental budget. BACKGROUND/REASONS FOR RECOMMENDATIONS The U.S. Census Bureau will not be adjusting the 1990 census population numbers for an undercount. Thus the census population numbers used in calculating the alternatives for redistricting presented to the Board of Supervisors on July 9, 1991 are the approved population counts. At the meeting on July 9, 1991 both Supervisor Schroder and representatives from Walnut Creek requested that an area contiguous to the City of Walnut Creek known as Parkmead be included in District III. The inclusion of this area would result in an increase in District III of 1230 persons and an equivalent decrease in District II in all of the previous reapportionment alternatives. A map labelled Alternative 1-B shows the change; the area in red would be added to District III. The City Council of Clayton, after meeting with County Community Development staff, has requested an alternative be. presented in which Clayton is in District III. A map labelled Alternative 6 outlines a redistricting option which would place Clayton and Mt. Diablo in District III. A listing of the population changes between districts which would result from Alternative 6 is also included. There are several reasons for the recommendation of Alternative 1-B: a)- Staff feels Alternative 1-B creates Supervisorial districts which most closely reflect the comments and suggestions from the public meetings; and b) while all the alternatives maintain the integrity of city boundaries, this alternative meets the guidelines of State Election Code 35000 as much as possible in giving consideration to the factors of topography, geography, contiguity and compactness of territory; and c) community of interest of both city and unincorporated areas has been maintained (ie: West Pittsburg and E1 Sobrante have not been split and cities and their spheres of interest have been maintained) ; and d) Alternative 1-B seems the least disruptive of current districts. Valentin Alexeef, Director of Growth Management and Economic Development Agency, and Linda Moulton, the County Demographer, reviewed the report on redistricting and the variations contained therein. The Chair declared the hearing opan and the following persons appeared and presented their views: Lynne Leach, 119, Ready Road, Walnut Creek. Greg Bowman, 173 Bowman, 173 Holly Lane, Orinda Allen D. Payton, 1332 Shaddick Drive, Antioch Evelyn M. Munn, 25 Sandra Court, Walnut Creek, representing the City of Walnut Creek. Fred Messreni, 776 Winterside Circle, San Ramon There being no further speakers, the Chair declared the hearing closed. Board members discussed the matter in great detail, including keeping the integrity of the City of Walnut Creek and its sphere of influence, as well as that of West Pittsburg, and Supervisor Powers' request to include the alternative for District I that encompasses the unincorporated area which is part of the Briones Hills area adjacent to the City of Richmond, the City of E1 Cerrito and the Kensington area. IT IS BY THE BOARD ORDERED that the redistricting report is accepted, and Alternative 1B, as amended to include a portion of the unincorporated Briones Hills areas in District I, is selected as the accepted alternative plan for reapportionment, and staff is requested to prepare the appropriate ordinance for Board consideration.
