SUBJECT: PERFORMANCE REPORT - COMPREHENSIVE HOMELESS ASSISTANCE PLAN (CHAP)
SPECIFIC REQUEST(S) OR RECOMMENDATION.(S) & BACKGROUND AND JUSTIFICATION
RECOMMENDATIONS
Authorize the Director of Community Development or his designee to
transmit the 1991 CHAP Performance Report to the U.S. Department of
Housing and Urban Development (HUD) as mandated for seeking funds
to aid the homeless under the Stewart B. McKinney Homeless
Assistance Act.
FISCAL IMPACT o
Receipt of the CHAP Performance Report by HUD is required in order'
'for the County to receive additional financial assistance under-
Title IV of the Stewart B. McKinney Homeless Assistance Act',
including the Emergency Shelter Grant Program. No commitment of
County general fund monies is required.
BACKGROUND/REASONS FOR RECOMMENDATIONS
z` The Stewart B. McKinney Homeless Assistance- Act (?.L. 100-77) was
signed into law in 1987 to. provide urgently needed assistance for
the homeless population, particularly the elderly, handicapped, and
families with children. Federal resources available under this Act
include the Emergency Shelter Grant Program, Supportive Housing
Demonstration Program (Transitional Housing and Permanent Housing
for the Handicapped Homeless) , Supplemental Assistance for
Facilities to Assist the Homeless, and Section 8 Single Room
Occupancy Moderate Rehabilitation.
Congress specified that all states and urban counties .-eligible for
a direct grant under the Emergency Shelter Grant Program must have
a CHAP approved by the Secretary of HUD in order to be eiigible 'for
HUD-administered assistance. Contra Costa County submitted a CHAP
to HUD on July 12, 1990 and received notification of its approval
on August 30, 1990.

BACKGROUND/REASONS FOR RECOMMENDATIONS - Continued
In addition to an approved CHAP, in order to continue to be
eligible for assistance under the Emergency Shelter Grant Program,
grantees are ' required to submit an annual Performance Report
summarizing accomplishments in implementing their CHAP. As
required, Contra Costa County's CHAP Performance Report for the
current year covers the period May 1, 1990 through April 30, 1991
and includes the following information:
1. A description of efforts to match the needs of the
homeless with available facilities and services in the
relevant region;
2 . A description of efforts to meet the special needs of
certain homeless populations, including families with
children, the elderly, the mentally ill, and veterans; and
3 . An explanation and evaluation of how Federal assistance
for the homeless was used to complement and enhance
homeless facilities and services.
