SUBJECT: PHN/ADMINISTRATOR CLASS
This is a request to establish the class of Public Health Nurse
Epidemiologist at salary level C5-2133 ($3832-4658) and reallocate
Public Health Program Specialist positions 54-02152 and 54-02077 and
incumbents (D. Langthorn and S. Taylor) into the new class . The
following details are provided.
When the class of Public Health Program Specialist was created,
several of the assignments incorporated into this class required
licensed nursing credentials . Since the administrative function was
primary to the assignment, we were able to flag designated positions
for the necessary clinical skills and thus meet our needs .
Two of the positions currently classified as Public Health Program
Specialist I and flagged for Public Health Nurse license are now
more heavily involved with clinical direction and supervision than
any of other Public Health Program Specialist I positions . In
addition to their administrative responsibilities, these two
positions (detailed descriptions attached) provide consultation to
the medical community on specific treatment and management of
communicable diseases, assess needs for health care programs and
develop and coordinate clinical services to populations at risk.
Because these positions require extensive clinical skills and
professional abilities beyond that of a non-nursing administrator, it
is appropriate that these positions be removed from the generic
administrative class and placed in one with a specific
clinical/administrative emphasis .
In addition, to the classification issue, is one of pay inequity.
Over the past three years the salaries of the Public Health Nurses
and related management classes have increased significantly,
surpassing the Public Health Program Specialist by $540. Given the

fact that these positions provide clinical direction to Public Health
Nurses and Public Health Nurse Supervisors, their salary should be
at least comparable. There is little incentive to remain in a
classification where incumbents have seen their salaries slip
significantly below those they are directing. It also all but
eliminates the potential for qualified candidates should a vacancy
occur. We hope to rectify this situation by proposing that the
salary of this new class be equivalent to, and hereafter tied to, the
salary of Public Health Nurse.
The cost of this action ($7, 680) will be entirely offset with State
dollars available to Communicable Disease through the County's
administration of AIDS contracts and grants.

PUBLIC HEALTH NURSE EPIDEMIOLOGIST
DEFINITION:
Under general direction plans, coordinates and supervises the activities of a
specially designated area of health education or health care program within
the Public Health Division of the Health Services Department; provides public
health information and educational services to the public; and performs
related clinical services as required.
DISTINGUISHING CHARACTERISTICS:
Incumbents of this class are responsible for conducting a county-wide health
education or health service program and providing clinical services in areas
such as Acute Communicable Disease or Immunization assistance.
Public Health Nurse Epidemiologist is distinguished from the Public Health
Program Specialist I and II in that incumbents in the latter classes function
as program specialists, whereas the Public Health Nurse Epidemiologist is
responsible for providing clinical direction, supervision and administrative
support. It is further distinguished from a Public Health Nurse by its
responsibility for developing procedures and protocols for county-wide health
services and supervising personnel involved in special clinic/programs
including assigned Public Health Nursing staff.
TYPICAL TASKS:
Develops program policies and procedures and interprets such to the medical
community including clinic personnel , physicians, Public Health Nurse
supervisors and Public Health Nurse field staff; sets goals and objectives and
establishes program priorities; implements State and Federal program
guidelines; collects and analyzes disease statistics; identifies immunization
needs of the community and develops or expands appropriate programs; plans and
implements special health clinics; provides consultation to the medical
community on specific treatment and management of communicable diseases;
assesses needs for health care programs in schools and meets with school
administrators to develop health education programs; provides information and
technical assistance to public and private schools relative to State
immunization requirements; develops and coordinates clinical services for
immunizations to populations at risk; investigates communicable disease
reports and determines medical needs and scope of contact investigations;
provides clinical assistance in special needs/outbreak clinics; prepares
annual and quarterly reports; prepares program proposals for grant
applications; meets with interested community organizations to promote program
goals; conducts educational outreach activities and develops program
information material for distribution to schools, organizations, community
groups and the general public; conducts in-service education and orientation
for program staff; evaluates and supervises clerical and technical staff;
represents the department at various County, State and community meetings;
attends meetings and seminars and participates on various committees.
