SUBJECT: Proposition 116 Bicycle Funding for the Delta De Anza Trail

SPECIFIC REQUEST(S) OR RECOMMENDATION(S) &BACKGROUND AND JUSTIFICATION
I. Recommended Action:
1. APPROVE the submittal of an application for $1,000,000 from the Clean Air and
Transportation Improvement Act of 1990 (Proposition 116),for a Bicycle Path on the Delta
De Anza Trail from Concord to Brentwood.
2. AUTHORIZE the Public Works Director to execute:
A. Project Application.
B. Cooperative Funding Agreement with East Bay Regional Park District.
C. License Agreement with East Bay Regional Park District for the operation and
maintenance of the bicycle path.
II. Financial Impact:
None. The total project is estimated at $3,465,000. There is $2,465,000 available in matching
funds from Measure C, Measure AA, TDA funds and possible mitigation funds from Department
of the Navy. The grant application will request$1,000,000 from Proposition 116 funds. The East
Bay Regional Park District (EBRPD) will assume the cost of operating and maintaining this new
trail once it is constructed.

III. Reasons for Recommendations and Background:
The Delta De Anza Trail is an important regional transportation link connecting Central Contra
Costa County to East Contra Costa County. The trail begins at the eastern terminus of the
Contra Costa Canal Trail at Willow Pass Road in Concord and proceeds east through West
Pittsburg, Pittsburg, Antioch, Oakley and North Brentwood to Highway 4. The length is
approximately 23 miles. A trail connection between central and east county has been
incorporated in both the County General Plan, and the EBRPD Trails Master Plan as well as the
general plans for the cities of Concord, Pittsburg and Antioch. This project is a high priority for
the EBRPD, the County and the cities of Concord, Pittsburg, Antioch and Brentwood.
Proposition 116 Bicycle funding program is a statewide program which could allocate up to $4
Million per year for bicycle improvement projects which improve safety and convenience for
bicycle commuters.
The construction of a bicycle path on the Delta De Anza Trail would provide access to the
planned BART extension, local parks, schools and shopping centers which would improve the
safety of bicycle commuters from Brentwood to Concord. It is therefore recommended as the
sole application to be submitted by the County.
Since EBRPD is not an eligible applicant for Prop 116 Bicycle Funds and since the project
crosses numerous city boundaries it is appropriate for the County to act as the applicant and
lead agency.
The Transportation.Committee reviewed and approved this item on August 5, 1991.
IV. Consequences of Negative Action:
Failure to approve this application for Proposition 116 Bicycle Funds will eliminate a potential
funding source of$1,000,000 and delay implementation of the County's General Plan as it relates
to Bikeways.
