SUBJECT: REQUEST INCLUDE OF LANGUAGE IN COUNTY GENERAL PLAN LANGUAGE
COMMITTING COUNTY COOPERATION WITH SCHOOL DISTRICTS IN
DEVELOPMENT OF SCHOOL INFRASTRUCTURE
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
RECOMMENDED ACTION: Direct the Community Development Department to
include as strong a language as possible into the new Countywide
General Plan committing the County' s full cooperation with school
districts in the development of school infrastructure and financing
to provide school facilities in a timely fashion. It is further
recommended that the suggested wording below from the Liberty Union
School District be utilized.
All new development must meet all other applicable laws
and policies in effect at the time the application is
deemed complete, including an assurance that adequate
educational facilities and other public services, as
determined by the Board of Supervisors , are available.
New development will not create a demand for educational
facilities, as determined to be necessary by the Board of
Supervisors, greater than those facilities available at
the time of application; or if these educational
facilities need expansion, the project will bear its fair
share of the cost of the expanded facilities, and the
necessary facilities will be available prior to issuance
of a certificate of occupancy for any dwelling unit.
General Plan amendments and/or rezonings for residential
uses shall be approved only when it has been demonstrated
that adequate school facilities will be available
concurrently with the need for such facilities.
BACKGROUND INFORMATION: The provision of educational facilities is
one of the most important parts of development infrastructure.
Contra Costa County' s assistance and complete cooperation with the
school districts is essential and should be a cornerstone of our
growth management policies. In the East County, due to the amount
of new residential development, new school districts are faced with
the need to build a new school each year to keep up with the
projected student enrollment within their attendance boundaries
through the 1990 ' s.
