qualifications of the nominated candidates, as well as the distribution and
balance of the P.I.C. Based on this review, we believe that the above
recommendations will provide the best possible balance to the P.I.C. , retain
qualified and interested members, and improve the geographic and ethnic .balance
of the P.I.C. , and we urge the Board to approve our recommendations.

PIC APPOINTMENTS
EJECT:
The Board needs to make ten appointments to the PIC for positions whose two year
terms expire on 9/30/90 and an eleventh appointment to fill a resignation. Two
of the current members are ineligible for reappointment due to having served
the maximum of their full three two-year terms. The PIC consists of 20 members
of the following composition:
Business 12 Community Based Organization 1
Education 2 Economic Development 1
Labor 2 Public Employment Service 1
Rehabilitation 1
The JTPA legislation requires the Board make its appointments from among
individuals nominated by organizations represented by each category. The
composition of the PIC is subject to review by the Governor, who periodically
certifies that our PIC is consistent with Federal and State legislation. State
legislation requires PIC vacancies to be filled by the Board within 60 days.
The PIC Chair, Steve Giacomi, President and Principal of the Giacomi Group,
specifically requests. the Board to recognize the value of previous experience
in light of previous program success and with the goal of maintaining PIC member
consistency and expertise given the major new dislocated worker program, the
charge of coordinating JTPA activities with the GAIN/JOBS legislation, and the
probable need to plan and implement proposal JTPA amendments effective July 1,
1991.
It goes without saying that the PIC expects the Board to only appoint individuals
that are willing to volunteer the necessary time to ensure the PIC remains a
viable organization. All current PIC members standing for reappointment have
been active PIC members.
The Board will have a total of 11 appointments from among 19 nominees with the
following distribution:

ECONOMIC DEVELOPMENT - 1 appointment
There is one nomination for the Economic Development position - Thomas Lafluer,
Executive Vice President of the Pittsburg Economic and Housing Development
Corporation. Mr. Lafluer has been a very active and influential member of the
PIC. He is a resident of Pittsburg and his agency is officed in Pittsburg,
giving the PIC needed East County representation. Beside PEHDC, staff solicited
nominations from the county and city planning departments. His personal data
sheet is attached.
REHABILITATION CATEGORY - 1 appointment
There is one nomination for the Rehabilitation position - Rich Fidler,
President/CEO of Rehabilitation Services of Northern California. His nomination
was endorsed by Robert Mathews, the former incumbent and the State District
Administrator for the Department of Rehabilitation. Mr. Fidler was also a former
member of the PIC, and the Chair of the CETA PIC when he worked as a personnel
officer in private industry. The PIC Executive Committee feel the Board is
fortunate to have Mr. Fidler as a nominee.
As you may remember from the various PIC contract items agended for your action,
we occasionally have small contracts with Rehabilitation Services of Northern
California. Accordingly we had County Counsel review the State and Federal laws
and regulations to ensure Mr. Fidler should not be disqualified. County Counsel
has provided us. with an opinion that Mr. Fidler is not precluded by State or
Federal law from being appointed to the PIC. His personal data sheet is
attached.
LABOR CATEGORY - 1 appointment
There is one nomination for the Labor position - Dave Platt, Contra Costa
Employees Association, Local #. 1. The current incumbent of the other labor
position is Anne Crisp, Local 2700, AFL-CIO. Mr. Platt was appointed by the
Board last year to fill the balance of the term for John Allen, who had to resign
due to work commitments. Local labor organizations - including both the Central
Labor Council and Building Trades Council were notified of the vacancy and Mr.
Platt's interest in reappointment. Their lack of an alternate nominee could be
considered an informal endorsement of Mr. Platt. The PIC Chair is pleased Mr.
Platt is available for appointment, he has been an active and influential PIC
member. His personal data sheet is attached.
EDUCATION CATEGORY - 2 appointment
There are two vacancies and two nominees for the Education positions, Ina Rae
Lapum, Consultant Contra Costa Community College District Chancellor's Office
and Sylvester Greenwood, Assistant Superintendent, Richmond Unified School
District. One of the appointments is for a full two year term, the other for.
a one year term - the remaining term of Dr. Walter Marks who had to resign due
to workload conflicts with his primary responsibilities as the RUSD
Superintendent. Since Dr. Marks tended his resignation just as we were
soliciting nominations, we notified all the School Districts and our private
general and vocational County mailing list of the two vacancies in accordance
with the controlling Federal and State notification requirements. We also held
Board processing of the acceptance of his resignation until after nominees were
available to fill the position to ensure compliance with the State mandated
timelines for filling vacant positions.
Although there is no specific rule or policy, Board practice has been to appoint _
one PIC educational representative from the Community College District and one
from. the secondary system. These two nominees will allow for a continuation of
that practice.
Ina Rae Lapum, now a consultant for the Chancellor's Office, was previously the
Assistant Dean of Occupational and Community Education. Her ability to
represent, interact and commit .the District is a function of both her expertise
and her status as a consultant to the Chancellor. Given Jack Carhart's announced
retirement plans, staff recommends the Board consider appointing Ms. Lapum to
fill the position vacated as a result of Dr. Mark's resignation. That will
allow the Board and the Chancellor's Office to .re-evaluate Community College
representation next year.
Sylvester Greenwood is a well known educator, particularly in the West County
area. The Office of Education had considered making a nomination, but when they
learned Mr. Greenwood was interested, they decided there was no need for them
to nominate, given Mr. Greenwood's caliber and expertise. Staff recommends the
Board consider Mr. Greenwood for the two year appointment.
BUSINESS CATEGORY - 6 appointments
The business representatives were nominated by the County Chambers of Commerce,
with the Walnut Creek Chamber compiling the list. Attached is a list of the
business nominees, copies of their personal data sheets and endorsements.
Five are current PIC members (Giacomi, Johnson, Shaw, Norman, and Rossi). Staff
believes the Board would be well advised to seriously consider reappointing all
five. They have been active participating members. Their experience will be
valuable, particularly for the initiation of the new Federal mandates, and the
continuing challenge of maintaining program operations and effectiveness.
The PIC Chair and Executive Committee strongly support the reappointment of all
five.
Steve Giacomi is the current PIC Chair. He has provided sound leadership; his
reappointment will allow him to finish his current term as Chair and then
maintain his expertise as the past Chair. Uda Johnson is the Vice-Chair. She
represents a large employer - Bank of America, and as a future Chair is in a
good position to assume the leadership of the PIC. Barbara Shaw is a past PIC
Chair and is the current Chair of the National Association of Private Industry
Councils (NAPIC). That position gives us national exposure and input into
national manpower policy. Her NAPIC position requires she be a member of a local
PIC. Julie-Norman and Dave. Rossi are both veteran PIC members. They are active
contributors and their expertise is valued.
Of the balance of the candidates, three are new nominees that have shown special
interest in PIC appointment: Stuckey, Gaul and Saltzman. The PIC member not
applying for reappointment is Bill Mazotti, Vice-President of Gas & Electric
Technical Services for PG&E, who has served the maximum three two year terms.
The PIC Chair and Executive Committee would prefer his replacement. be a
representative of a large company. Hence, the Board should seriously consider
Mr. Dave Stuckey from IBM. The current PIC has only 3 major companies
represented among its 12 business members, anyone other than the IBM nominee
would reduce that to two. Next year two of the current PIC business
representatives will have served their maximum tenure and be ineligible for
reappointment. Both are small business representatives. Both Mr. Gaul and
perhaps Ms. Saltzman should be very competitive candidates for those positions.

Dear Mr. Miner:
• I a■ writing to endorse the nomination of Rich Fidler for membership on the
Private Industry Council, representing the Rehabilitation community.
I have known Rich since he took over as head of Rehabilitation Services of
Northern California. My work with him in this capacity and my knowledge of
the PIC program from my own membership on the Council leads me to believe that
there is no better person for this opening. Before coming to Rehabilitation,
Rich had an extensive background in private industry, the principles of which
he has carried forward in the management of this private non-profit social
agency. He has always evidenced concern with the betterment of people,
bringing this about with a purpose and broad-based skill few of us can match.
Rich has my highest recommendation for this office.
