THE BOARD OF SUPERVISORS OF CONTRA COSTA COUNTY, CALIFORNIA
Adopted this Order on September 25, 1990 by the following vote:

SUBJECT: Hearing On A.J. Salomon and Dean S. Lesher Development
Agreement, Bethel Island Area.
This is the time heretofore noticed by the Clerk of the Board of
Supervisors for hearing on a request by A.J. Salomon and Dean S.
Lesher to review and approve the development agreement relative to
certain real property located in the Bethel Island Area Specific Plan
Area.
Karl Wandry, Community Development Department, presented the
staff report on the proposed Development Agreement, noting that the
agreement does not provide for any entitlements and is not subject to
California Environmental Quality Act ( CEQA) . He commented on the
Zoning Administrator' s recommendation and advised that the Development
Agreement would be revised .somewhat and brought back to the Board for
consideration next Tuesday. . He recommended that the Board take
testimony today and continue the hearing to October 2 , 1990 .
Supervisor Torlakson requested clarification from staff as to
whether the development agreement holds intact the intent and approval
of the Board of Supervisors of the Bethel Island Specific Plan.
Mr. Wandry responded affirmatively.
The following persons appeared to speak:
Andrew Daughters, 2284 Dutch Slough Road, expressed concerns
including Dutch Slough Road. traffic, levee breaching, and the traffic
on Dutch Slough.
Mark Armstrong, Gagen, McCoy, McMahon and Armstrong, representing
Mr. Lesher and Mr. Salomon, spoke in favor of the Development
Agreement and commented on the Bethel Island Specific Plan.
Dean S. Lesher, no address given, commented on the proposed
project related to the Development Agreement.
Raymond J. Zurfluh, 2616 Buena Vista Avenue, Walnut Creek, spoke
in support of the project, and expressed concerns on issues including
traffic on the levee road, access to the proposed project, the traffic
on Dutch Slough and spoke in favor of the closure of Dutch Slough
Road.
Alex Buller, 4300 Sandmound Boulevard, spoke in opposition and
presented a letter dated September 19 , 1990.
Darrell B. Edwards, 4292 Sandmound Road, Oakley, spoke on issues
including protection of the environment and traffic.
Craig A. Ogren, Rt. 5 Box 232, Oakley, expressed concerns on
issues including fire and police protection, improvement of Cypress

Road and Highway 4, and change in the quality of life in the area.
Fred Kreiss, 714 West 2nd Street, Antioch, - spoke in favor of
approval of the development plan for the property.
Mark Evanoff , 116 New Montgomery #640, San Francisco, representing
the Greenbelt Alliance, spoke in opposition to the Development
Agreement.
David Nesmith, Sierra Club, spoke in opposition to the
Development Agreement.
Mark Armstrong spoke in rebuttal.
Supervisor Torlakson commented that it would be appropriate to
hold this matter over for one week and he commented on the sensibility
of the Development Agreement.
Supervisor Torlakson moved to continue the hearing on the
consideration of the A.J. Salomon and Dean L. Lesher Development
Agreement for one week.
IT IS BY THE BOARD ORDERED that the hearing on the above matter
is CONTINUED to October 2 , 1990 at 2 : 00 p.m.
