Schroder, McPeak, Torlakson and Fanden NOES: None . ABSENT: None ABSTAIN: None --------------=-----------------------------=----------------------- --------------------------------------------------------------------- SUBJECT: Hearing On Development Agreements For Gale Ranch And Windemere. This is the time heretofore noticed by the Clerk of the Board of Supervisors for hearing to consider a request by Shapell Industries, Inc. to review and approve a development agreement relative to the . property known as Gale Ranch; and to consider a letter request by the Town of Danville relative to the property known as Gale Ranch; and This is the time heretofore noticed by the Clerk of the Board of Supervisors for hearing to .consider a request by Windemere Ranch Partners. to review and approve a development agreement relative to the property known as Windemere; and to consider a letter request by the Town of Danville relative to the property known as Windemere. -Karl Wandry, Community Development Department, requested that items H. 5 and H. 6 be heard together as the testimony on each. of those would be consistent. The Chair concurred that the items could be heard together. Mr. Wandry described the applications before the Board for consideration, commenting on the location of the properties, and the Zoning Administrator' s recommendations. The public hearing was opened and the following persons appeared to speak: Dan Hancock, President, Shapell Industries of Northern California, presented a brief history of the Gale Ranch proposed project, and requested approval of the development. agreement to allow the planning process to finish. Millie Greenberg, 674 Sheri Lane, Danville, representing the Town of Danville, spoke in opposition to both the Gale Ranch and the Windemere Development Agreements, and she commented on the letter presented to the Board from the Town of Danville. ,Darryl Foreman, 2430 Camino Ramon #124, San Ramon, representing Windemere, spoke in favor of the Windemere Development Agreement. Mary Lou Oliver, 2222 Camino Ramon, San Ramon, representing the City of San Ramon, commented that San Ramon has no objections to the development agreements for Shapell. and Windemere. Mark Weinberger, 396 Hayes Street, San Francisco, Shute, Mihaly and Weinberger, representing the Town of Danville, spoke in opposition to the development agreements. Supervisor Powers and Mr. Weinberger discussed the issue of , affordable housing. Don Copland, 2350 Ostrosky, Alamo, expressed concerns on issues including the impact of projects like these on his community, and he urged the. Board to use due process. V. '10 Reverend Ray Hess, ' 5 Lychee Court, San Ramon, representing St. Matthias Episcopal Church, spoke in favor of the development agreement for Gale Ranch. Jim Blickenstaff, 2410 Talavera Drive, .San Ramon, representing Preserve Area Ridgelands Committee, presented a letter stating the Preserve Area Ridgelands Committee position in opposition to the development agreements.. Supervisor Powers and Mr. Blickenstaff discussed the issue of Affordable housing. Joyce Carr, 2730 Sherbear. Drive, San Ramon, representing Save Our Hills, requested that the Board not approve the development agreements. Captain Larry .Shively, Building 790 , Camp Parks Reserve Forces Training Area , representing the U.S. Army, submitted. a letter from Colonel Clifford M. Gough, Director of Engineering. and Housing at the Presidio, San Francisco, .urging the- continuation of comprehensive planning efforts in Contra Costa County.. Al McNabney, 1161 Leisure Lane #7, Walnut Creek, representing Mt. Diablo Audubon Society, spoke in opposition to the development agreements before the Board. Mark Evanoff, 116 : New Montgomery, San Francisco, representing Greenbelt Alliance, incorporated the testimony submitted by the Town of Danville, and spoke in opposition to the development agreements. Supervisor Powers and Mr. Evanoff discussed the issue of affordable housing. Supervisor McPeak and Mr. Evanoff discussed the issue of any development in the Dougherty Valley. Bob Walker, 6014 College Avenue, Oakland, representing the Sierra . Club, spoke in support of the testimony of the Town of Danville, and in. opposition to the development agreements. Supervisor Powers and Mr.. Walker discussed the issue of affordable housing. Dorothy Silva, 173 Dogwood Place, San Ramon, spoke ' in support of Shapell and Windemere. Dan Hancock spoke in rebuttal. Darryl Foreman spoke in rebuttal. The public hearing was closed. Supervisor Schroder commented on the concerns that had been raised today. Supervisor McPeak requested an accounting from staff as to how many more development agreements would come before the Board. Mr. Wandry responded to Supervisor McPeak' s request. Supervisor Powers. moved to defer the decision on the development agreements for one week and he advised that he would submit his concerns to staff before then. Supervisor McPeak expressed support for Mr. Power' s motion and commented on the General Plan Congress, the proposed County General Plan update, and the measures on the upcoming ballot. Supervisor Torlakson expressed concerns on issues including affordable .housing. M, 1, •� I' IT IS BY THE BOARD ORDERED that the decision on the request by Shapell Industries, Inc, to approve a. development agreement relative to the property known as Gale Ranch is DEFERRED to the October 2, 1990 Determination Calendar; and the decision on the request by Windemere Ranch Partners to approve a development agreement relative to the property known as Windemere Ranch is DEFERRED to the October 2 , 1990 Determination Calendar; and Community Development Department staff is DIRECTED to respond to concerns raised today. 1 trereby certify that this is a true and correct copy of an action taken and entered on the minutes of the Board of Supero ors the gate shown.
