HomeMy WebLinkAboutMINUTES - 09251990 - H.3 �J H. 3 THE BOARD OF SUPERVISORS OF CONTRA COSTA COUNTY, CALIFORNIA Adopted this Order on September 25, 1990 by the following vote: AYES: Supervisors Powers, Schroder, McPeak, Torlakson and Fanden NOES: None ABSENT: None ABSTAIN: None --------------------------------------------------------------------- --------------------------------------------------------------------- SUBJECT: Hearing On Rezoning Application 2883-RZ, Susan Baker, Applicant, And Estate of Ethel Richards Baker, Owner, In The Walnut Creek Area. This is the time heretofore noticed by the Clerk of the Board of Supervisors for hearing on the recommendation by the Contra Costa County Planning Commission on the rezoning application ( 2883-RZ) by Susan Baker (applicant) and Estate of Ethel Richards Baker (owner) requesting approval to rezone . 42 acres of land from Single Family Residential District (R-15) to Limited Office District (0-1) in the Walnut Creek area. Mary Fleming, Community Development Department, presented the staff report on the request before the Board, commenting on the description of the proposed rezoning, the CEQA exemption, the recommendation of the Planning Commission and the staff recommendation that the Board approve the rezoning as recommended by the County Planning Commission, adopt the Planning Commission' s findings and introduce the ordinance giving effect to the rezoning. The public hearing was opened and the following persons appeared to speak: Richard S. Carney, 144 Alderwood Road, Walnut Creek, spoke in opposition to the request, commenting on issues including increased traffic and the need for an Environmental Impact Report. The public hearing was closed. Supervisor Schroder commented on the request before the Board and moved to approve the Planning Commission recommendation for the rezoning. Supervisor Powers advised that he had some questions on issues raised today that he felt might be addressed by conditions and expressed that he wished to take a look at the property in question. Supervisor McPeak proposed that the Board consider approving the rezoning subject to a study being completed by the Community Development Department in consultation with the neighbors on mitigation of impacts on the neighborhood and that no new construction occur until that is completed and public hearings can be held. Karl Wandry, Community Development Department, advised the, Board that the matter before the Board today was the rezoning request and that development of the site would take place with the development plan approval through a public hearing process. Supervisor Schroder indicated that he would be willing to defer decision on the matter for one week but that it would be his intention to rezone the property for office use. Supervisor Powers requested that the Community Development Department staff provide in writing to the Board what the options may be addressing the neighborhood concerns and he indicated a willingness to act next week. Supervisor Schroder moved to defer decision on the matter for one week.
