RECOMMENDED ACTION: ACCEPT report from Housing Authority staff on conservation and recycling measures to be taken at Housing Authority developments. II. FINANCIAL IMPACT: None. III. REASONS FOR RECOMMENDATION/BACKGROUND: California Assembly Bill #939 mandates that cities and counties reduce waste going to landfills 25% by 1995, and 50% by the year 2000 or face a $10,000 per day fine for failure to meet this requirement. The Housing Authority fully realizes the impact of failure to comply. It is seen not only as a financial and economic issue, but as a preservation of resources taking into consideration environmental , ecological , and social issues as well . Currently, the County of Contra Costa has Curbside Recycling Programs geared to single family homes. Plans, targeting "pick-up" at multi-family units and businesses, are forthcoming. County Departments and Agencies are included within the Community Development Department's immediate agenda to begin recycling efforts. The Housing Authority has begun to develop a strategy to implement recycling efforts within its developments. Following is a brief outline of the action plan designed to meet recycling objectives. PHASE I EDUCATION Through participation with the Contra Costa County Community Development Department, waste management workshops will be scheduled to educate staff members and residents in identifying household hazardous waste materials; how to shop carefully and consume prudently; and to prepare waste for recycling. This guide will provide recycling information and locations of recycling centers. PHASE II PROGRAM PARTICIPATION Through individual and group participation: * Encourage staff and residents to use established recycling programs. * Eventually establish on-site waste management programs throughout all developments. * Develop a pilot on-site recycling program at a to be determined family site and senior complex through resident and staff participation. A Curbside Recycling Program would be encouraged using Authority transportation and tenant assistance. Proceeds from this joint effort would go to the Resident Association Fund. PHASE III COMPLIANCE The Authority will continue educational programs and encourage participation. Every effort will be made to ensure compliance with the County's Recycling Program for multi-family dwellings, when implemented. cc; County Administrator County Counsel Housing Authority
