SUBJECT: FUNDING FOR DRUG-FREE SCHOOL ZONE SIGNS, COUNTYWIDE
SPECIFIC REQUEST(S) OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
I. Recommended Action:
AUTHORIZE the Public Works Director to use $15,200 from County General Drainage
Maintenance Fund 0330 for the installation of 80 "Drug-Free School Zone" signs in the
unincorporated County.
11. Financial Impact:
The County's drainage maintenance activities will be decreased by $15,200.
III. Reasons for Recommendations and Background:
Staff has completed a survey of the major streets leading to school sites in or within 1,000 feet
of the unincorporated County area. It has been determined that only eight locations have an
existing pole suitable for mounting a "Drug Free School Zone" sign.
Staff has also evaluated funding alternatives for the work and determined that the best approach
is to utilize a portion of the County General Drainage Maintenance Funds. It is possible to solicit
community groups to do the work; however, it is staffs' opinion that the cost of direction and
coordination necessary for such an undertaking would far exceed the cost of doing the work
with the County's signing crew. Staff also considered the. use of Road Funds for the work. It
has been determined that the signs do not regulate traffic therefore under state guidelines the
work is not an eligible Road Fund expenditure.

Due to the mild winters the past few years, we believe a deduction of $15,200 in County
drainage maintenance for one year will not adversely impact the standard level of service
established in past years.
IV. Consequences of Negative Action:
The Drug-Free School Zone'signs will not be installed.
