SUBJECT: APPROVAL OF CONTINUED COST-FREE USE OF COUNTY OFFICE SPACE BY
CONTRA COSTA LEGAL ASSISTANCE FOR THE ELDERLY (CCLAE)
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
I. RECOMMENDED ACTION
Based on County Counsel 's directive, the Office on
Aging is requesting authority for the Social Service
Department to provide Contra Costa Legal Assistance for
the Elderly (CCLAE) with no cost use of space. Space
is to be provided at 1305 MacDonald, Richmond and 4545
Delta Fair, Antioch during the time CCLAE is the
program operator for the senior legal services program.
II. FINANCIAL IMPACT--None.
CCLAE is using available vacant space in the two county
facilities.
III. BACKGROUND FOR RECOMMENDATION
By memo dated August 28, 1990, County Counsel 's Office
has directed the Office on Aging to obtain explicit
Board approval for CCLAE' s use of space in Social
Service Department facilities. Board Order 1-113 ,
May 21, 1990 authorized the Director of the Office on
Aging to issue a Request for Proposal (RFP) for the
senior legal assistance services program and to
negotiate a contract with the successful bidder. CCLAE
was the successful bidder. Section D. 1. (p. 12) of the
RFP states, "The Social Service Department will
provide cost-free office space in Richmond and
Antioch. " The RFP also permits the Office Aging
to renew the legal services contract alinu 1 for a
four-ygar period.

The County Social Service Department has provided free
office space to the various senior legal assistance
contractors since the inception of the program in 1976.
This in-kind contribution from the County has maximized
the effectiveness of the limited federal and state
funding available for legal services for the elderly.
Continued availability of County office space is
essential for maintenance of current program service
levels.
