Station Area Assessment District TSM Fee; SPECIFIC REQUEST(S) OR RECOMMENDATIONS(S) & BACKGROUND AND JUSTIFICATION RECOMMENDATIONS Authorize the Chair of the Board of Supervisors to Execute the attached contract implementing use of the Pleasant Hill B.A.R.T. Station Area TSM Fee for traffic mitigation and TSM activities within the Pleasant Hill B.A.R.T. Station area; and, Authorize the Community Development Department to monitor the TSM Program Contract in compliance with the Pleasant Hill B.A.R.T. Station Area TSM Ordinance No. 89-32 . FISCAL IMPACT No impact on County General Fund moneys. The contract costs and costs for administration/monitoring will be covered by funds in the Pleasant Hill B.A.R.T. Station Area TSM Fee Account. The B.A.R.T. Station Area TSM Fee Account was established specifically for TSM/transit programs in the Pleasant Hill B.A.R.T. Station Area to mitigate traffic impacts. The TSM Fee was levied as part of the Pleasant Hill B.A.R.T. Station Area Assessment District. BACKGROUND/REASONS FOR RECOMMENDATIONS As part of the Pleasant Hill B.A.R.T. Station Area Specific Plan, an Assessment District was established and included fees for infrastructure and future Transportation Systems Management programs to reduce traffic impacts in the Specific Plan area. In 1984, the Board authorized a loan of the TSM Fees to the County Redevelopment Agency "to enable the Agency to acquire real property . . . and carry out the redevelopment plan" ( Bbard Order dated November 27 , 1984) . As part of the 1984 Board Order and of the loan agreement, the TSM Fees plus interest must be paid ck into the Pleasant Hill B.A.R.T. Station Area TSM Fee Accoun ass re mitigation of traffic impacts through TSM/transit. The Redevelopment Agency' s repayment now allows use of the Pleasant Hill B.A.R.T. TSM Fee Account to fund TSM activities within the Pleasant Hill B.A.R.T. Station Area, as was originally intended. Between 1987 and the present, the Contra Costa Centre Association has developed and operated a TSM Program within the Pleasant Hill B.A.R.T. Station at its own cost. Attaining a 22.8% non-single occupant vehicle rate is the result of the Centre Association's efforts and financial commitment to the TSM Ordinance and TSM programs. This TSM rate is 2. 8% above the 20% target specified in the TSM Ordinance. With the implementation of the Vanpool Program, an additional 3% increase should occur in the non-single occupant vehicle rate. The attached Pleasant Hill B.A.R.T. TSM Program Contract will allow continuing progress in reducing single occupant vehicle use by maintaining and expanding the efforts developed by the Contra Costa Centre Association. Over the past several months the Pleasant Hill B.A.R.T. Station Area TSM Advisory Committee, the Centre Association, and County staff developed a budget, using the TSM Fee Account funds, which expands the TSM Programin the Pleasant Hill B.A.R.T. Station Area. The expanded . TSM Program includes an on-site TSM Coordinator; monetary incentives. for .participants in the vanpool program; and, monetary incentives/awards . for carpoolers, transit riders,1 and others not driving alone. The Pleasant Hill B.A.R.T.. TSM Advisory Committee has reviewed the proposed budget for the TSM Program for FY90-91, recommends its funding using the Pleasant Hill B.A.R.T. TSM Fees, and recommends contracting with the Contra Costa Centre Association to carry out the TSM. Program for the Station Area. The proposed contract includes funding for the Contra Costa Centre Association to hire staff to carry out the TSM. Program; incentives for persons using vanpools, carpools, transit; and funding for marketing activities related to the TSM program in the Pleasant Hill B.A.R.T. Station Area. CONSEQUENCES OF NEGATIVE ACTION; The TSM Fees were specifically established to fund TSM efforts/programs within the Pleasant Hill B.A.R.T. Station Area. Without use of these fees, no funding exists to operate the TSM Programs. Without use of the TSM Fees attaining the TSM Ordinance goals will not be possible.
