SUBJECT:Programs at Reduced Funding Levels for Fiscal Year 1990-91 Under the Health
Services Department Reduction Plan
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
I. RECOMMENDED ACTIONS:
A. Authorize the Health Services Director or his designees (Jerry Nava and
Joseph Hartog, M.D. ) to execute on behalf of the County, certain
Novation Contracts with Alcohol and Mental Health Program contractors,
effective for the period from July 1, 1990 through June 30, 1991,
including six-month automatic contract extensions for the period from
June 30, 1991 through December 31, 1991, upon approval of said contract
documents by the Office of the County Administrator, as follows:

II. FINANCIAL IMPACT:
These contract budget reductions and new, reduced Payment Limits are included in
the Health Services Department Budget for FY 1990-91, and are the result of
County Budget actions taken by the County Board of Supervisors on August 6, 1990
and August 14, 1990 in response to cost increases and reductions in County
revenues in FY 1990-91, particularly reductions in State funding for ongoing
Alcohol and Mental Health Programs.
III. REASONS FOR RECOMMENDATIONS/BACKGROUND:
As recommended by the Health Services Director, the Board of Supervisors
authorized reductions in certain contract programs on August 6, 1990 and August
14, 1990, as a part of the Health Services Department Reduction Plan. After
issuing Contract Termination Notices to cancel the above contracts, the Health
Services Department has negotiated revised contracts with each of the above
contractors for FY 1990-91 to continue services at the new reduced FY 1990-91
Contract Payment Limit levels. These Novation Contracts carry out the
Department's Budget Reduction Plan and replace the second year (FY 1990-91) of
the two-year contracts which the Board approved in FY 1989-90.
