Rainey, Sheriff-Coroner Contra Costa DATE: September 6, 1990 C ^ SUBJECT: ACCEPTANCE OF NIC GRANT SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION Recommended Action: Approve, authorize the Sheriff-Coroner to execute on behalf of the County, acceptance of a grant from the National Institute of Corrections in the amount of $35,000. Financial Impact: No n e Reason for Recommendation/Background: The Martinez Detention Facility opened. in 1981 as the first local direct supervision facility in the country and since has become the model for direct supervision. The facility was previously a Jail Resource Center for a period of six (6) years. During this time the facility averaged 709 visitors a year. When NIC lost its funding in 1987, the visitors continued to come and to date more than 8000 visitors have toured this. facility. These visitors represented 43 states , 14 countries , and 43 of California 's 58 counties. Eight point three (8.3) percent of these were directly referred to Contra Costa County by National Institute of Corrections . Nearly all visitors were correctional practitioners, interested in the "nuts and bolts" of the operation. The Martinez Detention Facility also has an impressive assortment of inmate programs, which served as the focal point for the development of expanded inmate programs in the other less security based facilities . In addition to the MDF, the Contra Costa Sheriff's Office Detention Division currently operates two other direct supervision facilities. A fourth direct supervision facility, designed to facilitate new expanded concepts in direct supervision, will be opening later this year. Recently, the NIC reinstituted its Jail Resource Center Program and we applied for and were awarded this grant in the amount of $35,000 to produce a video tape on "DIRECT SUPERVISION" that allows the viewer to see direct supervision .at work in four separate and distinct .facilities . Each facility has different needs, programs, resources, and classifications of inmates. Each facility has different design and security provisions . And each facility provides a direct supervision environment that meets the needs of the inmates and the Criminal Justice System. This video tape will provide views of the diverse housing units, program areas, and amenities of each facility. Interviews of line staff, inmates, and program staff will highlight how the system works and provide insight on the importance of providing staff with a good understanding of the direct supervision philosophy and goals . Each agency sending individuals to visit the applicant's facility would receive a copy of the video tape for their use. In addition ,to this video tape, visitors would also receive other informational materials......al'so--paid- for out of this?grant. Consequences of Negative. Action : Loss of $35,000 in federal funds.
