' .P300 (til-467) 71R4 rRa., CENTRA COSTA COUNTY HEALTH SERVICES DEPARTMENT CONTRACTS AND GRANTS ADMINISTRATOR DEFINITION: Under general direction , to plan, organize and direct the activities of the Health Services Department's Contracts and Grants Unit; to act as liason�between the Department and other County departments on contract related matters; to supervise subordinate staff; and to do related work as required. DISTINGUISHING CHARACTERISTICS: This single position class is responsible for the coordination, development and processing of purchase. of service contracts between the Health Services Department and private firms or other governmental agencies. Program and policy directions are received from the Executive Assistant to the Health Services Director. TYPICAL TASKS: Provides information, consultation and technical assistance to managers of the Health Services Department with regard to all phases of contract development and grant writing/processing. Acts as liason between the Department and other County Departments such as County Administrator, County Counsel ,and Auditor's Office in matters related to Department contracts and grants. Monitors contracts for compliance with policies and regulatory requirements. Develops procedures, policies, instructions, forms for administration and control of contracts and grants. Supervises, evaluates and trains subordinate staff. Reviews/approves and monitors cost center expenditures. Reviews and analyzes requests for contract development, rough draft service plans and contract budgets and payment provisions submitted by program staff. Analyzes contractor- operated programs and program proposals and translates program needs and requirements into contract language. Evaluates contract program insurance risks to determine insurance requirements. Negotiates certain contract provisions. Analyzes contract program elements and creates contract formats. Prepares draft Board Orders. Analyzes and evaluates state and federal government-prepared contracts and project grant funding applications to determine compatibility with the County's program and administrative interests and advises staff of findings. Interacts with State and Federal cotnract and program staff for problem-solving and facilitating document processing. MINIMUM QUALIFICATIONS: License Required: Valid California Motor Vehicle Operator's License. Education: Possession of a baccalaureate degree from an accredited college or university with a major in business administration, public administration or closely related field. Experience: Three years of fulltime experience or its equivalent in pro- cessing or preparing grant applications, state and federal contracts and/or purchases of service contracts. KNOWLEDGE, SKILLS AND ABILITIES: Knowledge of principles and practices of management and supervision; knowledge of human services programs; knowledge of contract preparation and negotiation; knowledge of proper contract format and legal language used in contracts; working knowledge of governmental regulations which impact upon contracted ser- vices; working knowledge of county, federal and state governments, and general administrative structure and processes, ability to speak and write clearly and concisely; ability to read, understand, interpret and apply provisions of federal , state and local legislation and regulations pertinent to contractual agreements for services; ability to establish a good working relationship with various staff in all County departments; ability to use communication skills and techniques required for contract negotiations; ability to analyze and evaluate contracts, budgets, grant proposals and government grants; ability to supervise the work of others.
