HomeMy WebLinkAboutMINUTES - 09251990 - 1.2 (2) 1.-020 TO: BOARD OF SUPERVISORS Contra Phil Batchelor ! - FROM: Costa Count DATE: September 17, 1990 SUBJECT: Repair of the Moraga Library SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION RECOMMENDATION• Authorize the County Counsel to take appropriate action, including commencement. of litigation against Standard Structures and other parties responsible for failure of the structural beams at the Moraga Library. FINANCIAL IMPACT: The cost of repairing the structural damage at the Moraga Library resulting from the failed "glulam" beams is estimated at $90,000 .00, including design, investigation and temporary repairs. All costs to date have been covered by the County General Fund. Bids for the structural repairs construction contract were opened September 14 , 1990. The General Services Department is in the process of verifying that the lowest bidder meets the County' s MBE/WBE requirements. It is estimated the construction contract will total approximately $55,000. It is anticipated that the construction costs will be funded through Special District Augmentation funds. However, recovery is required from the beam manufacturer and/or County insurance to reimburse the County and Special District Augmentation Fund for all expenditures. BACKGROUND: The wood glulam structural beams .at the Moraga Library are significantly defective in providing structural support. It is the conclusion of all three studies that the beams have failed due to. manufacturing errors. The County and Town of Moraga have been working cooperatively to complete the required structural repairs and to seek reimbursement. Authorization is required from the Board of Supervisors for County Counsel to take appropriate action to seek recovery of expenses. s
