SUBJECT: CONTINUATION OF HEALTH BENEFITS FOR DEPENDENTS
OF EMPLOYEES CALLED TO OPERATION DESERT SHIELD
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
RECOMMENDATION-
That the Board of Supervisors direct Harry Cisterman, Director of
Personnel, to look into the matter of protecting the health
benefits of County employee families.
That a report be brought back to the Board of Supervisors as
quickly as possible as to the number of County employees being
called up for military service as a result of Operation Desert
Shield.
BACKGROUND:
As tensions mount in the Arab nations, military reserves in Contra
Costa County are being called up for active duty. Some of these
men and women are employees of Contra Costa County.
The health benefits of military personnel are protected. However,
under our County health plan program, if employees do 'not pay into
the plan after 30 days the health benefits are discontinued. This
technically puts the families of service personnel injeopardy.
The situation in Kuwait tests the moral and ethical fiber of all of
us. Those who have answered their country' s call should not have
to sacrifice their families ' health care as a result of "doing
their duty" , if legally possible.
