SUBJECT: PROPOSITION 86 FUNDS (STATE JAIL BOND FUNDS)
Specific Request(s) or Recommendations(s) & Background & Justification
RECOMMENDATIONS:
1. Approve County's formal project proposal for Proposition ' 86 funds . (State Jail
Bond Funds) and authorize Chair to execute same. There is no financial impact at
this time. Approval of the proposal reserves the $1..4 million allocated to
Contra Costa County in the legislation implementing Proposition 86. As with the
other .bond funds, Proposition 86 requires a 25% County match ($355,112) . The
approved .proposal must be submitted to the State Board of Corrections by
September 30, 1990 to reserve the funds. The proposal requests the •$1.4 million
be reserved for 64 new minimum security beds at the West County Justice Center.
This proposal is consistent with the need for additional beds as :outlined in
Contra Costa County's Needs Assessment and Master Site Plan (December. 31, 1987) .
2. Review the Proposition 86 formal project proposal in December 1990 as recommended
by the Justice System Executive Council in light of whether or not the County
will be eligible for. additional adult jail bond funds. If the bond measure on
the November 1990 ballot is passed by California voters (SB 1094 - Presley)
$150 million will be available for adult jail construction; $50 million for
juvenile facility construction; and, $25' million for construction of youth
centers and shelters.
3. Designate. George Roemer, Director, Justice System Programs as the County's
contact person to act as liaison with the Board of Corrections throughout the
funding process.
REASONS FOR RECOMMENDATION/BACKGROUND:
Contra Costa County through Propositions 2/16 and 52 has received $38.9 million in
State bond funds for the construction and renovation of County adult detention
facilities. The County has provided $14.3 million in match, slightly more than the
required 25 It is anticipated that the County will have an additional $1.8 million
available .from Proposition 86 and matching funds.

Marsh Creek Detention Facility
The majority of the funds have been spent.on 6 new 60-bed dorms ($3.5 million) .
An additional $200,000 is being spent on furnishings and equipment and $975,000
on upgrading the waste water facility. The remaining funds (approximately
$400,000) will probably be spent on building remodeling for administration and
inmate program uses. The upgrading of the Marsh Creek Detention 'Facility is
being carried out in accordance with a facility master plan.
Martinez Detention Facility
Approximately $1,300,000 is being spent on making modifications to M and F
modules. The F module, which currently houses females is being remodeled to
include some interview rooms and staff space and, then, it will become the
medical module. Inmates with communicable diseases or requiring nursing care
will be housed here.
M module will house only the chronic mental health inmates. The remodeling will
include mental health staff space, group counseling rooms and suicide watch
rooms. The clinic area will also be remodeled and will provide a separate
entrance (so it does not require entry to M module) . Expanded. medical records
space will be provided on the second level next to the mental health 'staff.
The modifications. to the MDF are necessary to continue to provide centralized
medical and mental health in-patient housing and services at the MDF.
Proposition 86
Contra Costa County has been allocated $1,420,488 under Proposition 86 (Bond Act of
1988) . As with the other bond funds, Proposition 86 requires a 25o county match
($355,122) . The total available for construction/renovation of adult jail facilities
under this Proposition would be $1,775,610.
Additional requirements were specified in SB 236, the implementing legislation for
Proposition 86. They include: (a) the need for counties to document the existence of
courtroom and hearing room facilities; (b) allowance for the Board to exempt a county
from performing a new needs assessment or master site plan; and, (c) the need for
counties to demonstrate that appropriate consideration has been given to the purchase
of Prison Industry Authority products.
The Board of Supervisors authorized the County Administrator to develop a planning
process to be implemented in formulating recommendations for the use of Proposition 86
funds in Contra Costa County (November 29, 1988) . The County Administrator requested
that the County Justice System Executive Council be responsible for the planning for
the use of these funds (January 23, 1989) .

To be eligible for funding under Proposition 86, the County must reserve the
allocation amount established by SB 236 by submitting to the State Board of
Corrections the "Formal Project Proposal" by September 30, 1990. The Formal Project
Proposal is designed to be a brief declaration of intent so that counties have time to
plan and prepare a carefully developed construction project.
After meeting the deadline for submittal of the Formal Project Proposal; subsequent
due dates are determined by the County's schedule of activities. However, all counties
intending to participate must be under contract with the Board of Corrections by
September 30, 1993.
County Administrator Office staff met with representatives of the Sheriff's Department
to discuss possible options for Proposition 86 funds. Potential projects discussed
included:
1. East County Booking and Reception Center
2. Central County Work Furlough Facility
3. Completion of Visiting Center and Administration Building at Marsh Creek as
part of Marsh Creek Master Plan
4. Additional housing at the West County Justice Center.
These options were discussed by the Justice System Executive Council. The Council
recommended that a proposal requesting that the $1.4 million in Proposition 86 funds
be reserved for Contra Costa County for 64 new minimum security beds at the West
County Justice Center be forwarded to the Board of Supervisors. The Council also
recommended that in November 1990, the Executive Council review this proposal in light
of whether or not .the County will be eligible for additional bond funds. A bond
measure, (SB 1094 - Presley), will be on the November 1990 ballot for construction
funds for adult jails ($150 million), juvenile facilities ($50 million) and youth
centers and shelters ($25 million) .
