Phil Batchelor, Clerk of the Board of Supervisors and County Administrator BY: r DEPUTY BACKGROUND/REASONS FOR RECOMMENDATIONS On July 18, 1989, the Board of Supervisors authorized the Chair to execute and transmit an application for federal assistance and to execute any necessary resolutions, certifications, assurances and agreements to the Farmers Home Administration (FmHA) under the Housing Preservation Grant Program and authorized the Director of Building Inspection complete, execute and submit the memorandum of understanding and related documents to Farmers Home Administration for accepting, obtaining and utilizing Federal assistance under the Housing Preservation Grant Program. This board order provides for execution of an amendment to Housing Preservation Grant Program Agreement. The Neighborhood Preservation Program has already submitted an application under Section 533 of the Housing Act of 1949, 42 U.S.C. 1490 (m) for $135, 000 in funds to conduct a proposed Eastern Contra Costa County Housing Preservation Grant Program. According to FmHA's Housing Preservation Grant Program, monies are available to assist with the costs of providing repair, rehabilitation and energy conservation improvements to single family housing. Funding will be specifically targeted to the very low and low income residents of Eastern Contra Costa County (East of Bridgehead Road) for use in removing or correcting health or safety hazards or for weatherizing their homes. Total funding allocation for the year 89/90 was not used. Therefore an extension for use of remaining funds was requested and granted. See attached board order for original allocation.
