MICHAEL WALFORD, CHIEF ENGINEER DATE: September 18, 1990 SUBJECT: Report by Technical Advisory Committee on Walnut Creek Channel Recreation and Revegetation Project SPECIFIC REQUEST(S) OR RECOMMENDATION(S) &BACKGROUND AND JUSTIFICATION I. Recommended Action: ACCEPT Report from Technical Advisory Committee on Walnut Creek Channel Recreation and Revegetation Project,AUTHORIZE expenditure by Flood Control District of$10,000 to participate in the cost to develop a Master Plan and APPROVE a Resolution of CoSponsorship for City of Concord's TDA grant application for a trail along the Walnut Creek Channel. II. Financial Impact: APPROVAL will allow the Flood Control District to commit $10,000 towards development of the Master Plan. This expenditure has been provided for the FY 90-91 District budget. III. Reasons for Recommendations and Background: On July 12, 1990, a Policy Steering Committee consisting of Supervisors Sunne McPeak and Robert Schroder, Mayor Byron Campbell of Concord, Gwen Reglia representing Mayor of Walnut Creek, and Teri Williamson representing Mayor of Pleasant Hill met and accepted a Project Report from the Technical Advisory Committee on the Walnut Creek Channel Recreation and Revegetation Project. The Project Report described the project's major goals as the restoration of riparian and wildlife habitat, creation of a trail system, development of other recreational uses, and the co-ordination of joint use with other regional agencies. Project limits would extend along the creek corridors of Pacheco, Walnut and San Ramon Creeks from Suisun Bay to the headwaters of San Ramon Creek. Reasons for Recommendations and Background: The U.S. Army Corps of Engineers has committed to a revegetation effort for the Walnut Creek Watershed and, in addition, will share in the costs of developing a recreation component within their project limits. However, local funding will be necessary to augment the federal funds and it is anticipated that a cost share arrangement will be established between Flood Control District Zone 3B,the Cities of Concord, Pleasant Hill and Walnut Creek, and the East Bay Regional Park District. The City of Concord has applied for a State grant to construct a regional trail along Walnut Creek Channel between Monument Boulevard and Highway 4 at Buchanan Field. This facility would be an important initial step in the Project's total effort and co-sponsorship of the grant application by all of the participating agencies would help to insure its acceptance.
