SUBJECT: SECURITY OF SHERMAN ISLAND LEVEES AND FUTURE
EMERGENCY NOTIFICATION PROCESS
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
RECOMMEMED ACTION: Request the Water Committee, the
County Administrator and the Director of Emergency Services to
.investigate issues related to the security of the Sherman Island
levees and the water supply. Request a review of the notification
process involving the Sherman Island Reclamation District, the
Contra Costa Water District and other public agencies in the event
of levee emergencies anywhere in the Delta that may affect the
Contra Costa Water District supply to its customers. Establish. a
prompt notification process and protocol. Further, investigate the
role of the Department of Water Resources in the current Sherman
Island situation -- and their role in the future notification
process. The Department of Water Resources apparently knew of the
weaknesses in the Sherman -Island levees but did not notify the
Contra Costa Water District.
BACKGROUND INFORMATION: The configuration of the Delta
islands and the integrity of the levee system are essential to
safeguarding the drinking supply for 400, 000 Central and East
County residents who are dependent on the Delta water .from the
Contra Costa Water District. A major levee collapse in the fourth .
year of the drought at the most vulnerable time of the year in
terms of salt water intrusion would have major impacts on Contra
Costa water users.
.The Contra Costa Water District and the Board of
Supervisors should be involved in seeing that the current situation
is resolved. It appears the Contra Costa Water District has
swiftly taken the steps available to protect the water supply and
to assure that delayed notification does not occur in the- future.
The Contra Costa Water District is also coordinating access to
other available supplies to mitigate the impacts on ;water quality
should the' levee fail.
