SUBJECT: Hearing On Rezoning Application 2886-RZ, Development Plan
3006-90 And Subdivision 7490, DESCO Group/Clara Kann In
The Walnut Creek/Concord Area.
This is the time heretofore noticed by the Clerk of the Board of
Supervisors for hearing on the recommendation of the Contra Costa
County Planning Commission on the application filed by the DESCO Group
(applicant) and Clara Kann, et al, (owners) to rezone land from Single
Family Residential District (R-15) to Planned Unit District (P-1)
( 2886-RZ) ; and request for approval of Final Development Plan 3006-90
for a 20-unit townhome project; and a tentative subdivision map
(Subdivision 7490 ) to subdivide 2. 0 acres of land into 20 parcels in
the Walnut Creek/Concord area.
Mary Fleming, Community Development Department, presented the
staff report on the applications before the Board today, describing
the proposed site, the General Plan designation for the site of
multiple family residential medium density, the Negative Declaration
done on the project, surrounding properties, the Planning Commission
recommendation, and she recommended that the Board accept the
environmental documentation as being complete and adequate, approve
rezoning application 2886-RZ, Development Plan 3006-90 and Subdivision
7490 with conditions, adopt the County Planning Commission' s findings,
and introduce the ordinance giving effect to the zoning.
Supervisor McPeak requested clarification on the affect of the
Bancroft extension on this property.
Mary Fleming responded that the alignments were reviewed in terms
of what is on the County plan, assuming that takes into account the
Bancroft extension.
Supervisor McPeak requested clarification on the buffering on the
Bancroft side, the egress, tree removal and where the construction
traffic would enter.
Ms. Fleming responded to Supervisor McPeak' s request.
Supervisor McPeak expressed concern with the removal of the
mature trees along Bancroft.
Ms. Fleming commented .that some trees may need to be removed for
the road widening when that occurs but that they would try to save any
trees along the alignment that they could.
The following persons appeared to speak:
Clem Sogo, 3687 Mt. Diablo Boulevard, Lafayette, representing the
DESCO Group, expressed agreement, with the conditions of approval, and
he made a brief presentation on the project.
Supervisor McPeak requested clarification on the number of trees
that would be removed, and the proposed plan for widening of Bancroft.
Mr. Sogo responded to Supervisor McPeak' s request.
Elma Walker, 938 Bancroft Road, Concord, spoke in opposition.
'Efraim Gutierrez, 852 Grenola Drive, Concord, spoke in
opposition.
The following persons did not wish to speak but submitted cards
in opposition.
Lawrence R. Mark, 938 Bancroft Road, Concord.
Kenneth Wechsler, 932 Bancroft Road, Concord.
Howard Yamamoto, 936 Bancroft Road, Concord.
Curt Blomstrand, 3687 Mt. Diablo Road, Lafayette, representing
DESCO, spoke in rebuttal.
The public hearing was closed.
Supervisor McPeak requested a continuance of this matter for some
information on issues including the ultimate Bancroft extension
alignment, the impact on the residents across Bancroft, and saving the
trees on Bancroft.
IT IS BY THE BOARD ORDERED that the decision on the above matter
, is DEFERRED to September 25, 1990 Determination Calendar.
