HomeMy WebLinkAboutMINUTES - 09111990 - 1.7 (2) TO: ]BOARD OF SUPERVISORS 1-070 FROM: George Roemer, Director Justice System Programs DATE: September 11, 1990 SUBJECT: STATUS OF CALIFORNIA COUNTIES REGARDING NEW JAILS Specific Request(s) or Recommendations(s) & Background & Justification RECOMMENDATION: Accept report from the County Administrator on the status of other counties in the same position as Contra Costa regarding the opening of new jail. FINANCIAL IMPACT: None. REASONS FOR RECOMMENDATION/BACKGROUND- The County Administrator's Office was asked to report on the status of California counties currently building new jails with state bond funds. The County Administrator's Office contacted several County Sheriff Departments, County Administrator's Offices, and the Board of Corrections. After review, it was determined that San Bernardino and San Diego Counties are experiencing a situation closest to that of Contra Costa. The new San Bernardino jail is under construction and is being financed with state bond funds. The facility is between 70% and 72% complete and is estimated to be ready for occupancy in May or June of 1991. Completion, which was originally estimated for early 1991, was delayed due to an addition of two dorms. The additional dorms were added to the project mid-stream and are being funded with Prop 86 funds. Current plans are to begin staffing the new facility upon completion and to phase in occupancy beginning thirty days later. San Bernardino County is currently under court order to reduce the population of both their inmate facilities. The new San Diego jail is also under construction and is being financed with state bond funds. The facility is 70% complete and is estimated to be finished in January of 1991. The jail is a 794 bed medium to maximum security jail with an estimated annual operating costs of $20 million. San Diego's budget hearings, which were suspended for state budget input, will resume on September 11. The County Administrator's recommendation is to delay opening the jail indefinitely, until a new source of revenue becomes available. It is not estimated that booking fee revenues will have any effect on the problem. An interesting note is that this new jail does not have a booking facility. Booking will be handled at a central booking site at their central jail. San Diego county is under court order to reduce inmate population. In fact, on August 20, the court ordered that they depopulate their central j om 1,000 to 750 within 67 days.
