Adopted this Order on August 7 , 1990, by the following vote:

SUBJECT: Land Use Initiative for the Unin-
corporated Area of Contra Costa )
County )
A petition to adopt the subject Land Use Initiative for the
Unincorporated Area of Contra Costa County was presented to the
County Clerk for filing. The County Clerk has examined the
signatures and has determined that the petition contains a number
of valid signatures, which is not less than ten percent ( 10% ) in
number of the entire vote cast in the County for all candidates
for governor at the last gubernatorial election. The County
Administrator having made his fiscal impact report .to this Board
as ordered July 24, 1990 .
Therefore, this Board hereby ORDERS as follows :
1 . The Land Use Initiative for the Unincorporated Area of
Contra Costa County shall be submitted to the voters at the
November 6 , 1990 statewide election according to the ballot
measure set forth below.
2 . The ballot language and measure for submittal of the
subject initiative to the voters is as follows :
"Land Use Initiative for the Unincorporated
Area of Contra Costa County. Shall the
ordinance to amend the general plan for the
unincorporated area of the County, to require
that all land designated 'Agricultural
Recreation, ' 'Commercial Recreation, '
'Recreation, ' 'Agricultural Preserve, '
'General Open Space, ' 'Agriculture
Residential, ' or ' Interim Agriculture' in the
County General Plan as it existed on July 31 ,
1989, be redesignated 'Open Space
Agricultural' or 'Agricultural Core, ' as long
as said lands are not annexed to cities,
subject to defined open space and
agricultural uses, including requiring 320-
acre minimum lot sizes for land .designated
'Open Space Agricultural, ' and 40-acre
minimum lot sizes for land designated
'Agricultural Core, ' until December 31, 2010,
be adopted?"
3 . The Clerk is directed to mail a copy of the complete
text of the initiative, ordinance with the sample ballot to each
voter at least 10 days before the aforementioned election by
including it in and with the ballot pamphlet.
4 . The Auditor-Controller is directed to review the measure
and determine whether the substance thereof, if adopted, would
affect the revenues or expenditures of the County, and prepare a
fiscal impact statement which estimates the amount of any

increase or decrease in revenues or costs to the County if the
measure is adopted.
