RESOLUTION NO. 3592
RESOLUTION APPROVING SUBMISSION OF AN APPLICATION FOR FUNDING
UNDER PUBLIC HOUSING DRUG ELIMINATION PROGRAM
NOTICE OF FUND AVAILABILITY
AND AUTHORIZING EXECUTION
WHEREAS, it is the desire of the Board of Commissioners of the Housing
Authority of the County of Contra Costa to provide decent, safe
and sanitary housing for its tenants; and,
WHEREAS, the Housing Authority of the County of Contra Costa ("PHA")
desires to apply to the U. S. Department of Housing and Urban
Development for $250,000 under the Public Housing Drug Elimination
Program;
NOW, THEREFORE, BE IT RESOLVED by the Board of Commissioners that:
1. The Chair of the Board of Commissioners and the Executive
Director are authorized to submit an application for funding under
the Public Housing Drug Elimination Program Notice of Fund
Availability and to execute and submit all appropriate documents
required by the application guidelines; and,
2. Grant amounts obtained by the Housing Authority under the
Public Housing Drug Elimination Program Notice of Fund
Availability will not substitute for activities currently being
undertaken to address the problem of drug-related crime in
public housing; and,
3. Any additional security and protective services which may be
assisted under the Notice of Fund Availability and meet the
requirements of that Notice; and,
This Resolution shall be effective immediately.

U.S. DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT
UNDER THE PUBLIC HOUSING DRUG ELIMINATION PROGRAM
I. RECOMMENDED ACTION:
ADOPT Resolution No. 3592 approving submission of an application to the U.S.
Department of Housing and Urban Development by the Housing Authority of the County
of Contra Costa for $250,000 in drug elimination funds and authorizing the Chair of
the Board of Commissioners and the Housing Authority Executive Director to execute
and submit all appropriate documents required by the application guidelines, as
recommended by the Advisory Housing Commission.
II. FINANCIAL IMPACT:
The Department of Housing and Urban Development (HUD) would allocate $250,000
in federal funds to assist the Housing Authority in its ongoing drug elimination
efforts in public housing.
III. REASONS FOR RECOMMENDATION/BACKGROUND:
On July 3, 1990 the U.S. Department of Housing and Urban Development (HUD)
issued a notice that $97,409,000 is available in grant funds for the purpose of
implementing drug elimination programs in public housing developments. The Notice of
Fund Availability establishes a maximum grant of $250,000 for PHAs with the number of
units that the Housing Authority of the County of Contra Costa has in management.
The application deadline is August 17, 1990. These funds are available on a HUD
Regional competitive basis, and the application must be submitted to the HUD Regional
Office and the Area Office in San Francisco. Housing Authority staff will submit an
application for $250,000, targeting drug elimination efforts in public housing
developments operated by the Housing Authority.
At its Regular Meeting on Monday, July 16, 1990, the Advisory Housing
Commission voted to recommend approval -of Resolution No. 3592 approving submission
of an application for funding under the Public Housing Drug Elimination Program and
authorizing the Chair of the Board of Commissioners and the Executive Director to
execute and submit all appropriate documents.

IV. CONSEQUENCES OF NEGATIVE ACTION:
Should the Board of Commissioners fail to adopt Resolution No. 3592 approving
submission of an application for $250,000 in federal funds to assist in the Housing
Authority's drug elimination efforts, the Board of Commissioners would be acting in a
manner contrary to its position to provide safe housing for low-income families- in
Contra Costa County.
