RYDINGSWORD, Director Costa Social Service Department o. :.�*DATE: July 30, 1990 ",,^ � County,;a •� SUBJECT: APPROVAL OF 1990 GAIN PLAN UPDATE SPECIFIC REOUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION RECOMMENDATION: Set Tuesday, August- 28, 1990, at 11 a.m. for a public hearing and Board of Supervisor's approval of the 1990 Greater Avenues for Independence (GAIN) Plan as amended. The recommended changes on the plan are as follows: (1) Bring the One Week Job Search segment of the Job Club/Job Search component in-house. (2) Decrease the numbers of participants served by the GAIN Program in 1990 by extending the phase-in period from two years to three years. (3) Contract out the issuance of supportive service payments to providers of GAIN participants' child care. (4) Contract with the Contra Costa Community College District for a GAIN Liaison/Counselor to provide specific counseling services to GAIN participants attending Contra Costa College. (5) Have the Pre-Employment Preparation (PREP) slot development performed by Social Service Department staff. FINANCIAL IMPACT: Our 90/91 GAIN allocation is $419,163 less than our 89/90 allocation. To be able to keep program costs within the allocation, we are recommending changes in the GAIN Plan for 1990. With the proposed changes in the delivery of Job Services and the participant phase-in, we anticipate a cost reduction of about $100,000 in Job Service contract costs and about $300,000 in support costs due to the decreased participant population. This decision was based on the concern that there would be a duplica- tion of services if the Social Service Department were to provide Job Search services already being provided by other agencies in the county. Now that Job Club/Job Search has been in operation for two years, we have found that the contracted out portion, the third week of job search activity, creates a fractured service delivery of this component. The individuals referred to Job Club/Job Search are those who have no work history. The Job Search contractor, the County Private Industry Council, has found these individuals difficult to work with because of their lack of work history. The third week of Job Club/Job Search has evolved into more of a career exploration than a job search. The contractor states it is difficult to accomplish anything with this client population in just one week. Thus, we propose to conduct the full three weeks of the Job Club/Job Search component in-house, focusing on self-esteem building and on the practical aspects of job search as well as an organized method of seeking work. (2) With the decreased state funding for GAIN in 90/91, we need as much flexibility as possible in the numbers of AFDC recipients referred to GAIN and in what groups of recipients we serve. The 1988 GAIN Plan provides for a two-year phase-in. We propose to change this to a three-year phase-in, enabling the department to decrease the numbers of participants during the 90/91 fiscal year. (3) The contract with the Child Care Council provides that the Council be responsible for issuing child care payments to providers of child care for GAIN participants. The revised GAIN Plan includes this change. (4) As the GAIN Program has evolved, a need for specialized services to GAIN participants attending Community Colleges has arisen. The State Department of Social Services has recommended that a liaison/counselor position be created at Contra Costa College. A service contract has been negotiated with the Community College District for this service to begin at Contra Costa College in the fall of 1990. The revised GAIN Plan includes this addition. This contract will have minimal impact on GAIN costs. The maximum payable under this contract is $10,500. (5) Our original GAIN Plan called for PREP slot development to be contracted out to an outside agency. We have not proceeded with this aspect of the plan. We have found that Pre-Employment Preparation (PREP) positions can easily be developed by department GAIN staff, without contracting out any services. We are recommending that the Board of Supervisors approve this change.
