MICHAEL WALFORD, CHIEF ENGINEER DATE: August 7, 1990 SUBJECT: DRAINAGE AREA 52C JOINT EXERCISE OF POWERS AGREEMENT Project No.: 7571-6D8510 SPECIFIC REQUEST(S) OR RECOMMENDATION(S) &BACKGROUND AND JUSTIFICATION I. Recommended Action: Approve and authorize the Chair, Board of Supervisors, to execute the Joint Exercise of Powers Agreement with the City of Brentwood for the construction of a portion of Line A in Drainage Area 52C. II. FinancialImpact: The construction of Line A will cost approximately $332,000. This project will be financed as follows: Drainage Area 52C $282,000 Loan from City to Drainage Area 52C 50,000 III. Reasons for Recommendations and Background: The City of Brentwood has designed, and is constructing an expansion project to their wastewater treatment facility. As a part of the expansion project, the City is required to relocate an existing 14-inch diameter irrigation drain line which currently drains the areas around the plant site. Reasons for Recommendations and Background: (Continued) The proposed location of the 14-inch line is in close proximity to a proposed Flood Control District 30-inch diameter drainage line (Line A). The proposed 30 inch line is designed to serve as an outfall line from four detention basins to Marsh Creek, in Drainage Area 52C. In order to avoid the extra expense and disruption that separate construction of the 14-inch and 30-inch lines would entail, the City of Brentwood and the Flood Control District desire to install Line A as a part of the City's expansion project. The purpose of this agreement is to provide for the apportionment of project duties and costs between the City and Flood Control District.
