SUBJECT: AUTHORIZATION TO SUBMIT CDBG APPLICATION FOR
FUNDING OF THE RENTAL REHABILITATION PROGRAM
I. RECOMMENDED ACTION:
Authorize the Executive Director of the Housing Authority of the County of
Contra Costa to submit a $200,000 Commmunity Development Block Grant (CDBG) funding
application for 1991-92 to continue the Rental Rehabilitation program; and to execute
all forms necessary in this endeavor, as recommended by the Advisory Housing
Commission.
II. FINANCIAL IMPACT:
The $200,000 being requested in a CDBG application is necessary to cover the
administration and to leverage the implementation costs of the Rental Rehabilitation
program. The Housing Authority will provide matching funds of $40,000 through either
the operating budget for 1991/92 or the Local Management Fund. The Department, of
Housing and Urban Development has approved an allocation of $121,500 for this
program, but there is only a 10% allowance to cover administrative costs. Without
the $200,000 in CDBG funding, the continuation of this established, successful
program would be jeopardized. It is estimated that the investment of $200,000 in
CDBG funds for 1991/92 and $40,000 in Housing Authority funds will yield $585,000 in
rehabilitation activity.
III. REASONS FOR RECOMMENDATION/BACKGROUND:
In the past six years the Housing Authority has been successful in obtaining
funding from the Contra Costa County Community Development Block Grant (CDBG) Progam
to develop and implement a countywide Rental Rehabilitation Program. Continued CDBG
funding is vital as it provides a program base from which federal , state and other
funding sources are leveraged. To date, the Rental Rehabilitation Program has
committed $1,749,971 in funds which has generated $3,171,326 of rehabilitation
activity. The average cost of rehabilitation per unit has been under $10,000. This
program has expanded the supply of affordable rental housing units available for low
income families in Contra Costa County and it is estimated that 30 rental units could
be rehabilitated with 1991-92 CDBG funding.

At its Regular Meeting on August 20, 1990 the Advisory Housing Commission
moved to recommend approval of a $200,000 CDBG funding application for 1990/91 to
continue the Rental Rehabilitation Program.
IV. CONSEQUENCES OF NEGATIVE ACTION:
Should the Board of Commissioners fail to respond positively to this request to
submit an application for $200,000 in Community Development Block Grant Program
funds, the Rental Rehabilitation Program would be severely jeopardized and funding
would not be available to administer the Program. Additionally, the Board of
Commissioners would be adopting a posture contrary to its position of providing
decent, safe and sanitary housing for low-income families.
