RECOMMENDED ACTION: AUTHORIZE provision for carry-over of $14,842 in Housing Authority funds to the Contra Costa County Sheriff's Department for continuation of the special drug enforcement program, as recommended by.the Advisory Housing Commission. II. FINANCIAL IMPACT: In the preparation of the 1990-91 Housing Authority operating budget, funds were budgeted and approved for the continuation of the Contra Costa County. Sheriff's Department special drug enforcement program. III. REASONS FOR RECOMMENDATION/BACKGROUND: On August 24, 1989 the Housing Authority provided the Contra Costa County Sheriff's Department with $15,000 to continue a special drug enforcement program for the 1987-88 county fiscal year. On July 25, 1990 the Housing Authority received a report from the Sheriff's Department on the results of the special drug enforcement program. A total of 92 narcotics cases were generated during fiscal 1989-90. Forty-seven of the cases were initiated by the Sheriff's Narcotics Bureau, including the service of 5 search warrants and 3 purchases of drugs using informants. The majority of the arrests were generated by uniformed patrol officers with 86 arrests occurring in North Richmond. In the past six years, this special drug enforcement program has been very successful as it has reduced the amount of drug-related criminal activity in housing developments located in the unincorporated areas of the county serviced by the Sheriff's Department. For the 1990-91 county fiscal year, the Sheriff's Department is requesting that $14,842.00 of Housing Authority funds be carried over to continue this special CONTINUED ON ATTACHMENT? As Sheriff's Department utilized only $158 of the $15,000 supplied by the Housing Authority in 1989, they have requested that the Sheriff's Department be allowed to simply carry over the $14,842 in unexpended Housing Authority funds into the 1990-91 county fiscal year. In the preparation of the Housing Authority's 1990-91 operating budget, funds in the amount of $15,000 were budgeted and approved for the continuation of the Sheriff's Department special enfocement program. However, as only $158 of the $15,000 supplied by the Housing Authority for the county's 1989-90 fiscal year was utilized, at its Regular Meeting on Monday, August 20, 1990, the Advisory Housing Commission voted to recommend that the Sheriff's Department be allowed to carry over $14,842 in unexpended Housing Authority funds into the 1990-91 county fiscal year. IV. CONSEQUENCES OF NEGATIVE ACTION: Should the Board of Commissioners fail to respond positively to this request, the amount of drug-related criminal activity in housing developments located in the unincorporated areas of the county serviced by the Sheriff's Department would increase sharply. Additionally, the Board of Commissioners would be acting in a manner contrary to its position to provide safe housing for low-income families in Contra Costa County.
