SUBJECT: AUTHORIZATION TO SUBMIT CDBG APPLICATION FOR FUNDING OF
PRE-DEVELOPMENT COSTS TO CONSTRUCT A SENIOR HOUSING
DEVELOPMENT IN PITTSBURG
I. RECOMMENDED ACTION:
AUTHORIZE the Executive Director of the Housing Authority of the County of
Contra Costa to submit a $30,000 Community Development Block grant (CDBG) funding
application for 1991-92 to help fund pre-development costs to construct a senior
citizens housing development on Housing Authority owned land adjacent to the
Pre-School Coordinating Council Child Care Center in Pittsburg, as recommended by the
Advisory Housing Commission.
II. FINANCIAL IMPACT:
The $30,000 being requested in a CDBG application is necessary to help fund
pre-development costs needed to construct a senior citizens housing development on
Housing Authority owned land in Pittsburg. Funds will be used to pay for doing soils
tests, feasibility analysis, mitigation studies, architectural costs, and other
pre-development costs. This $30,000 will be matched with a $10,000 United Way
Venture Fund allocation.
III. REASONS FOR RECOMMENDATION/BACKGROUND:
For the past twelve months, Housing Authority staff has been meeting with staff
of the Pre-School Coordinating Council of Pittsburg and members of an East Contra
Costa County senior citizens housing advisory group to explore the possibility of
constructing a senior citizens housing development. The proposed site is land which
is owned by the Housing Authority, adjacent to the Pre-School Coordinating Council
Child Care Center. Approximately three acres of unimproved land is available for
senior citizens housing on this site.
Much pre-development work needs to be done on this project in order to obtain
the necessary residential zoning approvals and other local government approvals.
Approximately $40,000 will be needed to pay for pre-development costs. The Venture
Fund of the United Way has committed $10,000 and $30,000 will be sought from the
Contra Costa County Commmunity Development Block Grant Program.

There is a great need for additional affordable rental housing for senior
citizens in Pittsburg. This proposed development will help meet a critical housing
need. In addition, it is proposed that the senior citizens housing development be
tied in to the child care program as an inter-generational model project. The.
Pre-School Coordianting Council , Inc. and the Contra Costa County Agency on Aging are
very excited about this model project and are committed. to working with the Housing
Authority on its development.
At its Regular Meeting on August 20, 1990 the Advisory Housing Commission moved
to recommend approval of a $30,000 CDBG funding application for 1990-91 to pay for
pre-development costs related to constructing a senior citizens housing development
in Pittsburg.
IV. CONSEQUENCES OF NEGATIVE ACTION:
Should the Board of Commissioners fail to respond positively to this request
to submit an application for $30,000 in Community Development Block Grant Program
funds, it would severly jeopardize the possibility of developing a senior citizen
housing development in Pittsburg on Housing Authority owned land. Additionally, the
Board of Commisisoners would be adopting a posture contrary to its position of
providing decent, safe and sanitary housing for low-income families and senior
citizens.
