SUBJECT: FORENSIC PATHOLOGY CONTRACT
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)8 BACKGROUND AND JUSTIFICATION
I. RECOMMENDED ACTION:
Authorize the Sheriff or his designee on behalf of the County, to
execute a contract for forensic pathology services to be performed
at the County Morgue with Richard N. Lucas, M.D.
II . FINANCIAL IMPACT:
A four year fixed cost ( $300 per autopsy) contract is being
proposed. This function and cost has traditionally been budgeted in
the Sheriff ' s Department. While this contract will result in costs
substantially higher than the previous contract, we feel that the
fixed cost will mitigate inflationary pressure in future years.
This contract also represents the lowest proposal in a recent
statewide bid.
III .REASONS FOR RECOMMENDATION/BACKGROUND:
The Coroner' s Office is a separate Division of the Sheriff-Coroner' s
Department and contracts for pathological services with an outside
physician. This contractor is qualified to provide the following
services:
1. Responsibility for, and administrative supervision of ,
medicolegal services.
2. Examination of medical history to determine necessity of
autopsy.
3 . Perform autopsies.
4. Perform microscopic examination of tissues when necessary and
any necessary toxicological studies.
5. Provide written report promptly after an autopsy or
examination of decedent. .
6. Testify as required at Coroner' s inquests and in court, in
the capacity of expert witness.
7. Other related duties.
