Expand the Homeless Advisory Committee by one seat (to a total of 24 seats) and designate the new seat for a representative of the Contra Costa Legal Services Foundation, as requested by the Committee. 2. Declare vacant the following seats on the Homeless Advisory Committee and direct the Clerk of the Board to apply Board policy in regard to posting these vacancies: A. The city seat previously occupied by Iris Hughes. B. The citizen seat previously occupied by Virginia A. Thompson. C. The consumer seat previously occupied by Sharon Green Williams. 3 . Request the Homeless Advisory Committee to return to our Committee on September 10, 1990 with recommended nominations to fill these vacancies, including applications forms from each individual nominated for appointment. CC: Legal Services Foundation ATTESTED a/. /990 Social Services Director PHIL BAT ELOR,CLERK OF THE BOARD OF AuditOr-Controller SUPERVISORS AND COUNTY ADMINISTRATOR County_Counsel _ - --- - - - - - ---'` BY �'�f�f-� � 'DEPUTY M382 (10/88) BACKGROUND: On May 22, 1990 the Board of Supervisors referred to our Committee a letter from Ginger Marsh, Chair of the Homeless Advisory Committee, recommending that an additional seat be created for the Contra Costa Legal Services Foundation. Supervisor Powers explained that the reason such a recommendation had been rejected in the first place was because the Legal Services Foundation frequently is suing the County and it would be inappropriate to supply information to the Homeless Advisory Committee which might be used against the County in court as long as a member of the Legal Services Foundation served in an official capacity on the Advisory Committee. Ms. Marsh indicated that she understood that the Social Services Director might from time to time have to withhold information from the Advisory Committee for this reason but that the Advisory Committee wanted to have the Legal Services Foundation represented on the Advisory Committee in spite of this possible drawback. With the understanding that the Social Services Director is directed not to share with the Homeless Advisory Committee any information which might be used against the County in court, our Committee is prepared to recommend the addition of a seat for the Legal Services Foundation. We have also recommended that several seats be declared vacant because individuals have not attended meetings or have changed their employment status in such a way that they no longer represent the category to which they were originally appointed. It is our Committee ' s intent to consider appointments to these seats on September 10 , 1990, following the required 10 day posting period for mid-term vacancies and for this purpose are requesting that we be supplied with copies of the applications from any individuals the Homeless Advisory Committee wishes to recommend for appointment to these vacant seats.
