Express the Board of Supervisors' deep appreciation for the dedication and commitment on the part of the following employees of the Public Health Division, Health Services Department in putting in the considerable amount of extra time which was required in order to submit the grant applications to , the National Cancer Institute and the Centers for Disease Control which, if funded, will substantially further the work within this County in the areas of cancer epidemiology, cancer prevention, health promotion and disease prevention programs: * Nancy Warren, PHN - AIDS Program * Beverly Jacobs, PHN - Teenage Program (TAP) * Ilana Schatz - Prevention Program * Kim. Ammann, Prevention Program * Pam Satterwhite, Prevention Program 2. Authorize the Health Services Director and Public Health Director to request Chevron, USA and other appropriate industries to assist in funding a health promotion and lifestyle study which would focus on factors which may contribute to the incidence of cancer in Contra Costa County. 3 . CC: ATTESTED ^^"`" 0?/• /990 PHIL BAT ELOR,CLERK OF THE BOARD OF County Administrator SUPERVISORS AND COUNTY ADMINISTRATOR Health Services Director Public Health Director BY DEPUTY M382 (10/88) December 10, 1990 with specific information on the scope and nature of a grant application to the federal government and other funding sources which could finance a prospective study of the incidence of cancer in Contra Costa County, including the data 'outlined in our Committee' s report on this subject which was approved by the Board of Supervisors on May 22, 1990. This report should include the status of discussions with Chevron and other industries pursuant to recommendation # 2 above. BACKGROUND: On May 22, 1990 the Board .of Supervisors adopted recommendations from our Committee calling on the Health Services Director and Public Health Director to design a comprehensive prospective epidemiological study of each individual in Contra Costa County for whom a tumor is reported to the Tumor Registry to include certain specific data. On August 13 , 1990 our Committee met with Wendel Brunner, M.D. , Public Health Director and reviewed the attached report with him. While this report does not meet the scope of the grant application outlined to the Board of Supervisors May 22, 1990 it does reflect the fact that the Department has spent a great deal of time over the past two months preparing grant applications to the National Cancer Institute and Centers for Disease Control as outlined in Dr. Brunner' s report. Dr. Brunner particularly noted that several members of his staff had spent considerable amounts of their own time in the evenings and weekends preparing the grant applications. As a result, we are recommending that the Board of Supervisors specifically call attention to these individuals and express the Board' s appreciation for their special dedication. We believe that as a part of its pending remodeling and expansion, Chevron in Richmond should be asked to assist the community by funding a prospective study of the occupational factors which may be associated with the incidence of cancer in the County. Other industries should also be approached to join in the funding. By contributing to the funding of a study which reviews occupational and lifestyle factors in individuals who have contracted various types of cancers, industries may be able to contribute to the clarification of the extent to which the mere presence of such industries contributes to the incidence of cancer in the surrounding area. Finally, regardless of the success with recommendation # 2, we still believe that the Health Services Director and Public Health Director need to respond to the recommendation which the Board of Supervisors approved in May. We are, therefore, asking for another report on this subject in December which will address the outlines of such a prospective study of the incidence of cancer in Contra Costa County. CONTRA COSTA COUNTY HEALTH SERVICES DEPARTMENT PUBLIC HEALTH DIVISION August 13, 1990 To: 1 . O. Committee Supervisor Sunne McPeak, District 4 Supervisor Tom Powers, District 1 From: Wendel Brunner, M.D. (� Director of Public Health Re: Report on Efforts to Develop and Fund Cancer Control and Epidemiology Programs Over the last sixty days the Public Health Division has concentrated on resource development in the cancer control and epidemiology fields that would help offset the anticipated reductions in local and state funding. I and staff in the Public Health Division have worked with the Bay Area Cancer Coalition and the University of California School of Public Health to submit major funding proposals to the National Cancer Institute and the Centers for Disease Control for cancer epidemiology, cancer prevention, and health promotion and disease prevention programs that would benefit Contra Costa County. Bay Area Cancer Coalition Breast and Cervical Cancer Screening Proposal. The Bay Area Cancer Coalition submitted a proposal to the National Cancer Institute in December, 1989 on breast and cervical cancer screening interventions . The proposal, while receiving a favorable rating, was not funded, but the NCI suggested that we respond to a second, more comprehensive RFA which they were issuing in a related area. This RFA calls for not only a breast and cervical cancer screening program, but an identification and promotion of a cancer health care continuum that would be available to low income populations in the target areas. The Northern California Cancer Center in BACC is taking the lead on this proposal, along with the San Francisco Health Department, University of California at Berkeley, UCSF School of Medicine, and Contra Costa County Health Services Department. If funded, there will be a major health promotion effort around cancer screening, early detection, and treatment in the Richmond and Pittsburg areas . This application involved considerable effort from staff in the Public Health Division as well as assistance from the Hospital and Clinics Division. That application was completed and submitted August 7 . Centers for Disease Control Health' Promotion and Disease Prevention Center - U. C. Berkeley School of Public Health Dr. Joyce Lashof and staff from the U. C. Berkeley School of Public Health in conjunction with staff from the Public Health Division prepared a response to the Centers for Disease Control RFA for a regional Health Promotion and Disease Prevention Center based at the School of Public Health in Berkeley. This center would have a major demonstration project in Contra Costa County with our Health Services Department, and serve as a resource and consultation center for the rest of the Bay Area counties . If funded, this program would bring approximately $200,000 per year into the county and strengthen several existing Public Health programs whose current funding base is in question. That application was submitted June 18 . The Public Health Division will continue to work to develop cancer epidemiology and control programs both in Contra Costa County and throughout the Bay Area. These programs are a high priority in our efforts to prevent and control chronic disease, an increasingly important Public Health function. WB:rm cc: Mark Finucane Health Services Director -2-
