RECOMMENDATIONS:
Appoint to the Human Relations Commission for the balance of
terms as indicated:
A. For the balance of a term expiring November 4, 1991, to

BACKGROUND:
There are currently two vacancies on the Human Relations
Commission. The Commission has interviewed the candidates as is
reflected in the attached memorandum and recommends the
appointment of Mr. Chao and Ms. Frazier, which will maintain the
racial, ethnic and geographic balance which the Board of
Supervisors has sought to insure on the Commission. Our
Committee agrees with the recommended appointments and recommends
that the Board of Supervisors make these appointments.

SUBJECT: RECOMMEND FOR APPOINTMENT TO CURRENT VACANCIES ON
THE HUMAN RELATIONS COMMISSION
The Contra Costa County Human Relations Committee has two vacancies,
one in West County and one in East County. Current West County
representation includes Hispanic/Afro-American, Caucasian
but no South East Asian representation despite a sizable South East
Asian population. Current East County representation includes
Caucasian and Hispanic females, Physically Disabled and one Hispanic
male. Despite a sizable Afro-American population in East County, the
Commission currently has no Afro-American East County representation.
The Commission received a total of thirteen applications, but due to
time restraints interviewed only those applicants who live in East and
Nest County. I will be contacting all applicants not interviewed to
explain the Commission's various programs, including the Hate Violence
Reduction Project, to see whether they would like to receive our
monthly agenda, and to invite their participation as volunteers.

The Contra Costa County Human Relations Commission recommends the
appointment of Chaosarn .Chao, Richmond in the belief that South East
Asian Representation on the Commission is necessary in order to
address tensions in West County. The Commission believes that Mr.
Chao's exposure to the multicultural mixture on the Commission will also
be beneficial to both Air. Chao and the Commission.
We also recommend the appointment of Ms. Beverly Frazier, East
County. We believe that her involvement in the Black Families
Association of Antioch, her interest in the Black experience and
multicultural education will be beneficial to the Commission, to its
interest in impowering minorities, and to its involvement in the Hate
Violence Reduction Project.
We request 'that the Board of Supervisors accept our recommendation
that Chaosaran Chao and Beverly Frazier be appointed to our
Commission.
