RESOLUTION NO. 90/559
SUBJECT: Approving Plans and Specifications and Advertise for the
construction of S.D. 19 Discovery Bay Pump Station "G"
Modifications, Discovery Bay Area.
The Board of Supervisors as the Governing Body of Contra Costa
County Sanitation District No. 19. resolves:
The Discovery Bay Pump Station "G" has been in service for 16
years and has failed on several occasions resulting in raw sewage
overflow. A 1984 study of pump station reliability recommended
replacement of Station "G" pumps with submersible pumps. The
currently proposed modifications will comply with this
recommendation. The estimated cost of the project is $72,000. 00
(includes 15% contract contingency) funded by Sanitation District
19 (100%) .
The Public Work's Director, as Engineer of Contra Costa County
Sanitation District, No. 19 has filed with the Board of Supervisors
the Plans and Specifications for Modifications to Discovery Bay
Pump Station "G" . The Plans and Specifications are hereby APPROVED
by the Board of Supervisors.
The general prevailing rates of wages, which shall be the minimum .
rates paid on this project, have been filed with the Clerk of the
Board and copies will be made available to any interested party
upon request.
All design, construction, contract administration, inspection, and
final approval of facility will be administered by Delta diablo
Sanitation District on behalf of Contra Costa County Sanitation
District No. 19.
The Board hereby AUTHORIZES the Public Works Director to arrange
for payments to reimburse Delta Diablo Sanitation District for
costs incurred in connection with the above named facility. These
costs are not to exceed a maximum of $72,000.00
This project is exempt from CEQA. The Board hereby CONCURS in the
determination that the project is categorically exempt and will not
have a significant effect on the environment, and hereby DIRECTS
the Director of Community Development to file the Notice of
Exemption with the County Clerk.
The County of Contra Costa will receive sealed bids for this
construction not later than 2:00 p.m. on Thursday, September 27,
1990, in the office of the Delta Diablo Sanitation District located
at 2500 Pittsburg-Antioch Highway, Antioch, CA 94509. At that time
and place the sealed proposals will be publicly opened, examined
and declared. The Board reserves the right to reject any and all
bids or any portion of any bid and/or waive any irregularity in any
bid received.

In accordance with Section 20783 of the Public Contract Code,
the Board hereby DIRECTS the Delta Diablo Sanitation District
General Manager to post the Notice to Contractors in at least three
public places in the district and additionally, DIRECTS the Clerk
of the Board to publish the Notice to Contractors in the Brentwood
News, a newspaper of general circulation. The Notice shall be
published at least twice, not less than five days apart, and the
first publication shall be at least 10 days before the date of
opening the bids.
