ARGUMENT IN SUPPORT OF MEASURE "D" ON THE NOVEMBER 6 BALLOT
SUBJECT:
SPECIFIC REOUEST(S)OR RECOMMENDATION(S)8 BACKGROUND AND JUSTIFICATION
RECOMMENDATION
Approve the attached argument in support of Measure "D" on the
November 6, 1990 ballot and authorize any Member of the Board of
Supervisors to sign the argument.
BACKGROUND-
The Board of Supervisor on August 7, 1990 placed on the ballot
November 6 , 1990 Measure "D" , The Children & Family Protection
Fund -and Volunteer Credit, which is designed to raise revenue to
fund services which will assist families and children, including
alcohol, drug abuse and child abuse services.
Since the Board of Supervisors is the sponsor of the Measure, it
is appropriate for the Board of Supervisors to approve the
argument in support of the Measure.

The use of illegal drugs and the misuse of alcohol are among the
most serious problems facing our community.
If you agree that we need to help save our young people and you,
want to help fight the war on drugs vote YES on Measure "D" !
Measure "D" is a modest charge to help pay for the services we
need to fight the war on drugs. The charge equals 16 cents a day
for the average homeowner. But you don't even have to pay this
very modest charge if you are willing to volunteer a few hours of
your time to fight the war on drugs. We would actually rather
have your time than your money. But the choice is yours. You
can get involved in your school district's Drug-Free School Task
Force. You can become a member of a committee to make your
community drug-free. There are many non-profit agencies in your
community which need your help in fighting the war on illegal
drugs and the misuse of alcohol.
The money from this charge will go to prevention and education
programs, to law enforcement programs and to treatment programs.

It cannot be used for any programs except drug and alcohol
programs - read the measure itself!
If you agree that the use of illegal drugs and the misuse of
alcohol are a serious problem in your community -- and if you
want to do something to try to stop the problem -- vote YES on
Measure "D" .
