MICHAEL WALFORD, CHIEF ENGINEER DATE: AUGUST 14, 1990 SUBJECT: WILDCAT-SAN PABLO CREEKS CORPS OF ENGINEERS PROJECT SPECIFIC REQUEST(S)OR RECOMMENDATIONS)&BACKGROUND AND JUSTIFICATION I. Recommended Action: 1. AUTHORIZE staff to notify the Corps of Engineers that the Flood Control District requests a temporary suspension of work on Contracts #3 and #4 until State Subvention funding is reestablished. 2. APPROVE the termination of all rights of way and relocation work being performed by staff for implementation of Contracts #3 and #4. 3. DIRECT the Chief Engineer to prepare a letter for the Chairs' signature explaining to our local State Legislators the consequences of the States' failure to provide Flood Control Project Subvention funding and requesting their support for a State Bond Issue to fund the program for two years. II. Financial Impact: Delay of the above projects for one or more years will increase the final project costs by approximately$250,000 per year. Flood Control Zones 7 and 3B and Drainage Area 73 will also collectively experience a $200,000 to $250,000 financial loss due to the States' failure to pay subvention claim until FY 1991-92. Reasons for Recommendations and Background: Flood Control Zone 7 and Drainage Area 73 have insufficient capital to proceed further with the Wildcat-San Pablo Creek improvements without the 70 percent State Subvention participation. Both entities have already been financially over extended to absorb all the project changes required by the Design Team Plan. Contract #3 is for the Wildcat Creek improvements from Southern Pacific Railroad right of way to a point downstream of Rumrill Road. Contract #4 is for the San Pablo Creek improvements from Southern Pacific Railroad right of way upstream to Giant Highway IV. Consequences of Negative Action: Failure to stop the work now will result in additional local project costs for which funds are not available. cc: County Administrator County Counsel Community Development Auditor-Controller City of Richmond City of San Fablo
