SUBJECT: Status Report on Curbside Recycling Programs

RECOMMENDATION
Accept the status report on curbside recycling programs within Contra Costa
County.
REASONS FOR RECOMMENDATION/BACKGROUND
The Board of Supervisors requested a status report on curbside recycling
programs in Contra Costa County. Data for the report was collected from the
recycling processing centers, collectors and, as necessary for clarification,
the franchising agencies.
Curbside recycling programs are relatively new activity in Contra Costa
County, consequently data collection varies widely. Data on recycling
programs will become more reliable through the AB 939 planning process. Each
jurisdiction will be required to detail how it is achieving its diversion
goals through recycling, composting and other programs. ' In addition, waste
characterization studies will provide base data to assess the potential for
recycling programs. Waste characterization data should be available from the
cities by April 1991 and from the unincorporated areas by January 1991.
During the second quarter of 1990 approximately 6,900 tons of recyclables
were collected at curbside programs. Over 6, 358 tons of recyclable materials
were recovered at curbside in the Central-East County wasteshed. This is in
comparison to 5, 930 tons recovered at curbside by November of 1989 . An
additional 573 tons were collected curbside in West County in the second
quarter of 1990.
With the exception of Brentwood, all incorporated cities will have phased in
curbside recycling programs by February 1991. Brentwood is now developing
its program. Concord will be completely phased in by November, and Pleasant
Hill by September. Richmond Sanitary Service will begin phasing in curbside
to its cities in October and expects to be done by February 1991. The status
of the unincorporated area is basically the same as the nearby incorporated
area. 4

The attached charts detail the status of recycling by area, scope of the
recycling program and types of materials collected for recycling.
Other recycling efforts are expanding, including the Boy Scouts collection of
newspaper and aluminum in Crockett, Many Hands in Pittsburg, and Delta Scrap
and Metal in Oakley.
Several areas are beginning to start recycling programs in schools. Walnut
Creek just expanded its recycling program to include schools, E1 Cerrito,
Pinole and Richmond High all have some of their schools involved in
recycling.

STATUS OF CURBSIDE RECYCLING PROGRAMS
AUGUST 1. 1990
Antioch has fully implemented curbside recycling. Some commercial recycling has
been implemented.
Brentwood/Byron/Discovery Bay - Programs are in development.
Concord - Curbside is being provided to 40% of the residences. Complete service will
be provided by November of this year.
Clayton - Curbside service has been available to the entire city since September of
1989.
Danville - Alamo, Lafayette and the unincorporated area of Walnut Creek have fully
implemented curbside programs as of May 1, 1990. A program to recycle glass from
bars and restaurants is being phased in, as is a program to pick up cardboard from
commercial accounts.
EI Cerrito has received a grant to purchase recycling containers for large apartment
complexes.; This program should be in place by November. They are currently
recycling 10% of their total wastestream at the curb.
Kensington plans to begin curbside recycling in January of 1991 .
Martinez is currently in negotiations to provide bins to the entire city. They currently
collect city-wide for a wide variety of items including used appliances on an on-call
basis. _
Oakley/Knightsen/Big Break/Bethel Island - Programs are in development.
Orinda/Moraga/Canyon have city-wide curbside recycling. They will be expanding to
commercial accounts and schools in 1991 .
Pittsburg is providing curbside recycling city-wide as of August 1990.
Pleasant Hill will have its curbside recycling phased in by September. Pleasant
Hill/Bayshore Disposal already provides recycling services to commercial accounts and
to several schools.
Port Costa has long had curbside service provided by a small group of individuals.
Several small businesses are also included in this program. All proceeds go towards
,purchase or maintenance of trees.
Richmond. San Pablo, Pinole. Hercules and the West Contra Costa Sanitary Districts
expect to begin receiving curbside service by September 1990. The estimated
completion date is February 1991. Plans are for an expanded drop-off and buy-back
program in January 1991 . Richmond Sanitary Service is already providing glass
recycling to bars and restaurants and cardboard and white paper pickup. They are
also establishing recycling programs in several schools.
Rodeo - Program is under development and will probably begin by October 1990.
San Ramon has city-wide curbside recycling and is phasing in programs for bar and
restaurant glass and commercial cardboard.
Walnut Creek has city-wide curbside recycling and is expanding its program to 12,000
apartments. They will also be providing recycling in parks and schools. While the
pilot program to accept plastics has ended, they are now accepting cardboard, tin,
and high-grade paper at curbside.
West Pittsburg/Vine Hill/Mountain View - Program is in development.
Unincorporated Blackhawk/Alamo/Saranap/Taylor-Withers/Lafavette/San Ramon
Have curbside recycling as of April 1990.
