MICHAEL WALFORD, PUBLIC WORKS DIRECTOR DATE: August 14, 1990 SUBJECT: July 10, 1990, Board Referral - Status of Construction - Appian Way Phase II Project: EI Sobrante Area SPECIFIC REOUM(S)OR RECOMMENDATM(S)&BACKGROUND AND JUSnFICA`nON e I. Recommended Action: Accept report of the Public Works Director regarding concerns expressed in letter of Charles Wong, Central Foods, Inc. II. Financial Impact: None. III. Reasons for Recommendations and Background: Mr. Wong operates the Central Foods Store on Appian Way at the corner of Santa Rita Road in EI Sobrante. The contractor, Gallagher & Burk, Inc., began work on the Appian Way project in early October. They had to divert all their resources to emergency repairs on the Bay Bridge and within the Port of Oakland, due to the October earthquake, and therefore we suspended the contract until April 1st. Since April 1, considerable progress has been made. All of the underground storm drainage has been completed and the east half of the new street has been graded, and some of the rock base material has been placed. The contractor paved the east half of the street on August 3 and 4.. Now the east half of the street is completed, the contractor will tear up and replace the west half of the street. It is necessary to construct the project in two halves in order to keep traffic passing through the construction area, and to provide continuous access to the many residents and businesses throughout the area. The current contract completion date is October 17, 1990. August 14, 1990 Page Two Road construction in a heavily built-up area, with a heavily traveled road, is always slow and difficult. The Construction Division indicates that the contractor is slightly behind schedule; however, he is making progress on catching up and we expect him to be back on schedule -- or even ahead of schedule -- soon. We are very fortunate in this project to have Gallagher & Burk as a contractor. Our experience with them in the past has been they do excellent work, both in getting the job done in a timely fashion and with good quality. IV. Consequences of Negative Action: None
