WHEREAS County Service Area EM-1 has been established to provide enhanced emergency medical services as miscellaneous extended services pursuant to the County Service Area Law (Government Code Sections 25210 . 1 and following) ; WHEREAS the Board, on August 7, 1990, held a public hearing and thereafter adopted Resolution No. 90, i548 confirming the Tentative Report for CSA EM-1, Fiscal Year 1990-91 and declaring its intent to levy and collect assessments set forth therein; and WHEREAS the Tentative Report has been revised to conform to the official 1990-91 assessment roll and filed as the Final Report for CSA EM-1, Fiscal Year 1990-91 pursuant to Ordinance Code Section 1012-2. 612 ; BE IT THEREFORE RESOLVED that the Board of Supervisors hereby confirms the Final Report for CSA EM-1, Fiscal Year 1990-91, and hereby levies the service charges identified therein as assessments for fiscal year 1990-91. The service charge for each parcel shall appear as a separate item on the tax bill to be collected at the same time and in the same manner as ordinary county ad valorem property taxes and subject to the same penalties and the same procedure and sale in case of delinquency. BACKGROUND: County Service Area EM-1 was established by Your Board on November 28, 1989, following agreement by each city for inclusion in a benefit assessment district to fund improved emergency medical services called for by the passage of advisory Measure "H" in November, 1988. On August 7, 1990, Your Board held a public hearing on the Tentative Report for CSA EM-1 and adopted a confirming resolution declaring Your Board's intent to levy assessments set forth in that report. Pursuant to Ordinance Code Section 1012-2.612, the attached Final Report for CSA EM-1 updates the Tentative Report based solely upon changes in ownership, changes of address, subdivision of existing parcels, and changes .in the class of use of parcels. FISCAL IMPACT: Assessments for CSA EM-1 total $2,432.668.10 for FY 1990-91. There is no General Fund impact. Art Lathrop, Qmegency Medical Services Director CONTRA COSTA COUNTY HEALTH SERVICES DEPARTMENT Emergency Medical Services Agency August 8, 1990 County Service Area EM-1 (Zones A and B) Final Report Fiscal Year 1990-91 County Service Area EM-1 has been established to provide enhanced emergency medical services as a miscellaneous extended service within two designated zones: Zone A: Those parcels located within the territories of any one of the following: the Town of Danville, the City of San Ramon, the San Ramon Valley Fire Protection District, and the Tassajara Fire Protection District. Zone B: Those parcels located within Contra Costa County, but not within Zone A, above. SERVICE CHARGES will be levied on each parcel based upon a formula using the following factors : BENEFIT UNIT: A number of BENEFIT UNITS has been assigned to each parcel based upon the Assessor' s Use Code classification. For example, a single family residence (Use Code 11 ) is assigned one BENEFIT UNIT. Parcels with other Use Code classifications are assigned a number of BENEFIT UNITS based upon the relative benefit from the miscellaneous extended services provided under CSA EM-1 . Exhibit A is a Table of BENEFIT UNITS showing the number of BENEFIT UNITS assigned parcels for each Use Code classification. RATE: The RATE is the dollar amount of the SERVICE CHARGE levied per BENEFIT UNIT. Separate RATES have been established for each zone based upon the miscellaneous extended services to be provided within that zone. The formula for calculating the SERVICE CHARGE on each parcel is as follows: SERVICE CHARGE = BENEFIT UNITS x RATE Zone A The RATE which has been established for Zone A is: $1 . 64 per BENEFIT UNIT Exhibit B is the "Zone A - Table of Service Charges, " showing the SERVICE CHARGE established for each parcel according to its USE CODE. A description of each parcel, the USE CODE number assigned thereto, and the SERVICE CHARGE is contained in Exhibit C. The total SERVICE CHARGES for Zone A are $66,872 . 64 based upon a total of 40,776 .0 BENEFIT UNITS applied to 35, 683 parcels . Zone B The RATE which has been established for Zone B is: $5 . 48 per BENEFIT UNIT Exhibit D is the "Zone B - Table of Service Charges, " showing the SERVICE CHARGE established for each parcel according to its USE CODE. A description of each parcel, the USE CODE number assigned thereto, and the SERVICE CHARGE is contained in Exhibit E.
