Accept report from County Administrator on covered load enforcement. 2. Endorse funding of a position in the Sheriff' s Department to conduct covered load enforcement and including such funding as part of the new landfill development agreement. 3 . Request Sheriff ' s Department discuss with County landfill operators the possibility of inserting fliers in monthly bills to inform public of need to cover loads. 4. Request County Administrator work with Sheriff and Community Development Departments on financing covered load enforcement through the landfill development agreement. BACKGROUND: The Board of Supervisor' s Internal Operations Committee in September 1989 requested advice from the Sheriff' s Department regarding covered load enforcement. The following steps were taken to obtain compliance of Vehicle Code Section 23115 and County Ordinance Section 418-2. 008. There has also been cooperation with the Departments of Health Services, Community Development and landfill operators in ( 1) issuing press releases warning of increased enforcement efforts and ways to comply with the regulations and ( 2) distributing fliers describing ways to comply with regulations to potential violators at landfill sites. As no additional funds have been made available for a covered load enforcement program, volunteer assistant was solicited to work without direct supervision of a full time Deputy. During 1987 and 1988, a Level 1 Reserve was recruited to work the approaches to landfill sites on Saturdays and Sundays. The Deputy issued warnings for a 30-day period and thereafter citations. The details of the citations program was: 1987 1988 1989 1990 Warnings 39 16 N/A N/A Citations 12 3 N/A N/A In 1989 the Sheriff ' s Department shifted attention to a litter control program that utilizes work alternative prisoners. No funding has been earmarked for the covered load program and no volunteers have been found. As one means of limited enforcement, this particular enforcement effort has been shifted to regular patrol deputies. However, given present funding constraints, it is unlikely that enforcement will rise above current levels. The question of expansion is directly attributable to staffing levels which can be put into the field. The development agreement for the new landfill site would seem to offer the best means of financing new personnel and information campaign in conducting enforcement activities.
