MICHAEL WALFORD, PUBLIC WORKS DIRECTOR DATE: AUGUST 14, 1990 SUBJECT: DELTA FERRY AUTHORITY AGREEMENT SPECIFIC REQUEST(S) OR RECOMMENDATION(S) &BACKGROUND AND JUSTIFICATION I, Recommended Action: 1. RATIFY and AUTHORIZE the Chairperson to execute the agreement between the County, the Delta Ferry Authority, Reclamation District No. 2026, and Reclamation District 2059 effective April 10, 1990, for the use and transfer of the ferry to the Authority and indicating County's intent to consider allocating annually to Authority $15,000 from Special District Argumentation Funds, and 2. APPROVE the deletion of the 1985 19-foot Golfstream boat (Item 3C) from the Agreement as said asset no longer exists. 11, Financial Impact: The Agreement specifies that the County will consider each year the allocation of$15,000 in Special District Argumentation funds to County Service Area M-1 for ferry operation. The transfer of the ferry and slips to the Authority in approximately three years will represent a decrease in County assets. Reasons for Recommendations and Background: The Agreement implements the directive of the Board of supervisors to discontinue the County's involvement in providing ferry service to Brandford and Webb Tracts in the Delta. The Delta Ferry Authority has been modified to remove the County as a party. The County's involvement as an official member of the Authority actually ended on September 30, 1987, when the last agreement extension expired. Responsibility for the new Authority's books, audit requirement, and reporting now belongs to the Reclamation Districts. All future tax funding of the ferry service is limited to the annual tax share for County Service M-1 (established for this purpose) and any funds allocated annually from the Special District Argumentation funds to County Service Area M-1.
